On July 8, 2003, Verizon Northwest, Inc. filed Tariff Advice No. 03-12 seeking
Commission approval to implement an interstate, intraLA T A local calling plan from the Rock
Creek exchange to Spokane, Washington. Customers in the Rock Creek exchange can choose
between three calling plans: basic calling service, community calling service, and community
plus service. Tariff Advice No. 03-12 would increase the calling area for the community plus
service, and also increase the rates in the amount of $4.95 per month for residential customers
and $16.30 for business customers. There are nine residential customers and one business
customer in the Rock Creek exchange.
Verizon determined to increase the calling area for the community plus service plan
after the Rock Creek exchange business customer contacted the Commission to inquire about a
calling plan into the Spokane, Washington exchange. The Commission Staff worked with
Verizon and the Rock Creek exchange customers in an effort to develop a calling plan that would
include calling to Spokane. According to Staff, the customers in the Rock Creek exchange
overwhelmingly support the change to the community plus service plan provided in Tariff
Advice No. 03-12. The adjustment to the community plus service plan will increase its monthly
rates to $20.05 for residential customers, and to $40.65 for business customers. Staff presented
its findings to the Commission at its decision meeting on July 23, 2003, at which the
Commission approved Verizon s Tariff Advice No. 03-12.
ORDER
IT IS HEREBY ORDERED that Verizon s Tariff Advice No. 03-12 implementing
rate increases and increased calling areas for Verizon s community plus service in the Rock
Creek exchange is approved.

reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
