SUBJECT:UNIVERSAL TELECOM, INc. REQUEST TO WITHDRAW ITS
CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY, CASE
NO. UTI-OO-
In Case No. UTI- T -00-1 the Commission granted Universal Telecom, Inc. a
Certificate of Public Convenience and Necessity (CPCN) subject to the posting of a $50 000
surety bond. Order No. 28481. The Company has not posted this bond. On October 31 2003
Universal Telecom filed a letter with the Commission informing it that it no longer plans to
operate or provide competitive local telecommunications exchange services in the State of Idaho.
In addition, the Staff notes that the Company had its Certificate of Authority to transact business
in the State of Idaho as a foreign corporation administratively revoked by the Secretary of State
office on September 4, 2002. Based on the foregoing, the Company has requested that the
Commission withdraw its tariffs on file at the Commission.
STAFF RECOMMENDATION
Staff recommends that Universal Telecom s request be granted. Furthermore, Staff
recommends that the Commission revoke any authority previously given to Universal by Order
No. 28481 because it has failed to meet the conditions proscribed by it to receive a CPCN.

In May of 2000, Universal Telecom, Inc filed an application and a tariff with the Idaho Public
Utilities Commission, State ofIdaho, Tariff(Case) # UTI-OO-l
Universal Telecom, Inc no longer plans to operate nor provide competitive local
telecommunications exchange services in the State ofIdaho.
Please withdraw the above referenced tariff ITom your records.
