RE: CASE NO. USW-T-99-27--INTERCONNECTION AGREEMENT BETWEEN U S WEST AND JATO COMMUNICATIONS; CASE NO. USW-T-99-28--INTERCONNECTION AGREEMENT BETWEEN U S WEST AND McLEODUSA TELECOMMUNICATIONS
Joint Applications recently were filed by U S WEST Communications, Inc. and two other companies for approval of two separate interconnection agreements. Because the interconnection agreements are similar and the process for their approval is similar, Staff is combining its request for approval of both interconnection agreements in this single decision memorandum.
1. Case No. USW-T-99-27, Interconnection Agreement with JATO Communications Corp. On November 1, 1999, a joint Application was filed by U S WEST and JATO Communications for approval of an interconnection agreement. The agreement enables JATO to resell U S WEST services and provides JATO access to U S WEST’s unbundled network elements. On November 17, 1999, the Commission issued a Notice of Joint Application and Notice of Modified Procedure. During the comment period, written comments were filed only by the Commission Staff. Staff recommends approval of the interconnection agreement as filed.
2. Case No. USW-T-99-28, Interconnection Agreement with McLeodUSA Telecommunications, Inc. On November 1, 1999, a joint Application was filed by U S WEST and McLeodUSA. The agreement provides access to McLeodUSA to U S WEST’s unbundled network elements and enables McLeodUSA to resell U S WEST’s services. On November 18, 1999, the Commission issued a Notice of Joint Application and Notice of Modified Procedure. Written comments were filed only by the Commission Staff. Staff recommends approval of the interconnection agreement as filed.
The parties in both cases filed their joint Applications seeking approval of the interconnection agreements pursuant to Section 252(e)(2) of Telecommunications Act of 1996. Staff recommends approval of both interconnection agreements as filed.

Should the interconnection agreements in Case Nos. USW-T-99-27 and USW-T-99-28 be approved?
