21 Q. I just had one very small area
22 pertaining to the -- I think it's called the heating
23 assistance program that PacifiCorp has been involved
24 in for years?
25 A. Yes.

1 Q. That's essentially a low-income
2 assistance-type program, is it not?
3 A. It is indeed.
4 Q. And the Company makes contributions or
5 matches contributions voluntarily made by customers
6 to assist low-income customers?
7 A. It does.
8 Q. All right. And the Company's
9 contributions are booked below the line. Correct?
10 A. They are, indeed.
11 Q. All right. But, I guess arguably, one
12 could say that ratepayers benefit from the program,
13 in that bills that otherwise would have gone unpaid
14 might get paid. Is that what you're saying?
15 A. Yes, indeed.
16 Q. Now, you -- in your testimony, you
17 indicate that the Company intends to expand this
18 program, and I just wanted to know how you intend to
19 expand it and have you been working with any of the
20 local community action agencies in Eastern Idaho in
21 that area?
22 A. Well, first of all, we do intend to
23 extend the program. We will double the commitment
24 in -- the financial commitment in the program, from
25 one and a half million dollars to $3 million. It is

1 our intention to assist -- double the number of
2 people who are currently being assisted under this
3 program with our new initiatives.
4 As far as Idaho is concerned, I have
5 been in Eastern Idaho on two occasions, and one of
6 those occasions I did discuss with a number of
7 interested parties there the approach that
8 ScottishPower takes to low-income families and to
9 low-income problem.
10 I think it's fair to say that in the
11 UK, ScottishPower has a good record in dealing with
12 these matters. We serve two cities who have the
13 largest number of low-income families in the UK.
14 Our approach is a holistic one. It's one that
15 provides not only the moneys that you have mentioned
16 in terms of heat assistance; it also provides
17 opportunity for customers to get debt counseling, we
18 give energy efficiency advice, we also work with a
19 number of agencies in the UK that are
20 nonprofit-making organizations, some of which are
21 government funded, and we work with them to provide
22 a solution for the customer that meets the
23 customer's needs and helps to get their bills paid.
24 We would intend to take that approach
25 here, and I've already told a number of people in

1 this state, as in other states, that that's the
2 approach we intend to take. We budgeted additional
3 money in this state to identify key projects that
4 would help us to help low-income families in
5 Eastern Idaho.
6 Q. You said you intended to increase the
7 contributions. Did you say double them?
8 A. We say double them. In fact, we'll
9 slightly more than double the contribution that's
10 budgeted for this year in Eastern Idaho.
11 Q. Okay. So that was my next question:
12 You're referring to contributions made to
13 Eastern Idaho?
14 A. Yes.
15 Q. Thank you.

5 be Carly Burton.
6 COMMISSIONER HANSEN: Mr. Burton.
7 MR. ERIKSSON: While Mr. Burton is
8 taking the stand, if we could, Mr. Chairman, I've
9 distributed to the parties, including
10 Mr. Richardson -- I'm sorry.
11 I've distributed to the parties the
12 supplemental documentation which Mr. Richardson
13 asked about with respect to our BPA exchange, and
14 that information, in fact, has been distributed as
15 the Company's Response to the Public Power Council's
16 Data Request PC-1 in Oregon. And I understand from
17 Mr. Richardson that based on the documents that are
18 in there, he has no further questions on that issue.
19 COMMISSIONER HANSEN: Is that correct,

8 BY MR. ERIKSSON:
9 Q. Please state your name.
10 A. My name is Carly Burton.
11 Q. And what is your business address?
12 A. My business address is 1407 West North
13 Temple, Room 270, Salt Lake City, Utah, 84140.
14 Q. And are you presently working as a
15 consultant to PacifiCorp?
16 A. That's correct, yes.
17 Q. And prior to undertaking your role as
18 a consultant, were you employed by PacifiCorp?
19 A. Yes.
20 Q. And what are your present
21 responsibilities for PacifiCorp?
22 A. Well, I was involved with the
23 operation of Utah Power and subsequently Pacific
24 Power's water supply for all of the hydroelectric
25 projects and thermal projects. I was involved with

1 water rights administration, execution of
2 water-related contracts. Most importantly, I was
3 involved and supervised the management of the
4 Bear Lake and Bear River system to meet all the
5 needs, including 150,000 acres of farmland which
6 received supplemental storage water from Bear Lake,
7 flood control needs, hydroelectric generation, fish
8 and wildlife, recreation, and all of the other needs
9 that were involved in the operation of the
10 Bear River system.
11 Q. And your present role is to consult on
12 water-related issues?
13 A. That's correct, yes.
14 Q. And did you have occasion to have
15 filed in this case rebuttal testimony consisting of
16 eight pages of narrative and one exhibit?
17 A. Yes.
18 Q. Do you have any corrections to that
19 testimony?
20 A. Yes, I had one correction:
21 On page 2, line 14, it should be the
22 Company has "six" hydroelectric projects, rather
23 than "five". The sixth project is the Last Chance
24 project, which Utah Power purchased from Last Chance
25 Canal Company in the 1980s, and that's located on

1 the Last Chance Canal Company system.
2 Q. And does that come off the Bear River?
3 A. Yes.
4 Q. If I would ask you the same questions
5 as are contained in prefiled rebuttal testimony,
6 would your answers be the same as corrected?
7 A. Yes.
8 Q. And is the testimony in your prefiled
9 rebuttal true and correct, to the best of your
10 knowledge?
11 A. Yes, it is.
12 MR. ERIKSSON: Mr. Chairman, I'd ask
13 that Mr. Burton's rebuttal testimony be spread on
14 the record as if read.
