COPSEY DATE: JUNE 4, 1999 RE: THE MATTER OF THE PETITION FROM WEISER AND PAYETTE RESIDENTS REQUESTING EXTENDED AREA SERVICE (EAS) BETWEEN THESE COMMUNITIES. CASE NO. USWS966/USW-T-96-6. On April 20, 1999, Farmers Mutual Telephone Company filed a Petition for Clarification or Modification of Commission Order No. 27774 pursuant to Idaho Code § 61-624 and Commission Rule 326. In response to the Petition and after oral argument, the Commission ordered U S WEST and Staff to submit a stipulation documenting all costs to U S WEST and any associated rate increase for U S WEST customers that will result from modifying Order No. 27774 to implement two-way extended area service (EAS) between the U S WEST Treasure Valley EAS Region and all Farmers’ exchanges. Order No. 28053. The Commission further ordered the calling data for U S WEST customers calling into the Farmers’ exchanges to be made part of the record. U S WEST and Staff filed a Stipulation on June 3, 1999, and Staff filed Supplemental Testimony on June 4, 1999, addressing the calling data and other community of interest factors. STAFF RECOMMENDATION Staff reviewed the community of interest factors and found that the Farmers’ customers clearly had a community of interest between their exchanges and Boise and its surrounding exchanges. Staff and U S WEST prepared a Stipulation applying the methodology adopted by the Commission in Order No. 27633, Case No. USW-T-98-3, and determined that the rate increase to U S WEST customers in all U S WEST EAS regions would be approximately seven cents ($0.07) per month. Staff recommended the Commission grant Farmers’ Petition. Commission Decision Does the Commission wish to grant Farmers’ Petition? ___________________________ Cheri C.
