USW-S-95-4 REVENUE SHARING PLAN FOR SOUTHERN) IDAHO.)JOINT MOTION OF THE )COMMISSION STAFF AND )U S WEST COMMUNICATIONS )FOR AN EXTENSION OF TIME                                                                    ) COMES NOW the Staff of the Idaho Public Utilities Commission and U S WEST Communications, Inc. through their respective counsel and respectfully request an extension of time to file a report due June 1, 1995.  The parties seek a 11-day extension until June 12, 1995. BACKGROUND In Case No. USW-S-94-3, the Commission evaluated the Revenue Sharing Plan after its first five years of operation.  In final Order No. 25826 issued December 12, 1994, the Commission determined that improvements to the Revenue Sharing Plan were warranted.  Accordingly, the Commission directed that a workshop proceeding be initiated to “either modif[y] the current Revenue Sharing Plan or creat[e] a new method by which to regulate U S WEST’s southern Idaho operations.”  Order No. 25826 at 5. Following a timely Petition for Reconsideration by U S WEST, the Commission issued Order No. 25923 on March 15, 1995.  The Commission abandoned the workshop format and instead directed the Staff and the Company to negotiate improvements to the Revenue Sharing Plan or to propose an appropriate replacement.  The Commission retained the requirement that the Staff and Company, either jointly or individually, file a report outlining the new regulatory framework for Title 61 services by June 1, 1995.  The Commission anticipated it would convene public hearings so that a modified or new form of regulation would be in place for the 1996 calendar year.  Order No. 25923 at 5. Although the Staff and the Company have been engaged in fruitful and far-reaching discussions since March 1995, the negotiations are not yet at a stage where the parties can submit a detailed report to the Commission.  Consequently, the parties respectfully request a 11-day extension or until June 12, 1995 to submit a report. PRAYER Based upon the assertions contained above, the parties respectfully request that the Commission approve this Motion for an Extension of Time in which to file a report concerning improvements to the Revenue Sharing Plan.
