On December 17, 2003 , Time Warner Telecom (TWT) filed a Petition with the
Commission for authorization to use new telephone numbers to provide service to its customer
Boise State University. TWT originally filed its Application with the North American
Numbering Plan Administrator (NANP A), as required by the Federal Communications
Commission. Numbering requests filed with NANP A may be appealed to the state commission
if they are denied by NANP A.
TWT's Application requests authorization to use seven 1000 block numbers to enable
its customer Boise State University to expand its services. Specifically, the numbers would be
used to serve BSU's campuses in Boise and Narnpa, Idaho, and enable TWT to maintain a five
digit-dialing pattern on BSU's network. As is required, TWT in its application to NANPA
completed a "month to exhaust" worksheet, but NANPA denied TWT's application on the
grounds that TWT had not met the six-month exhaust criteria as set forth in NANP A's guidelines
for each rate center. In its Application to the Commission, TWT asserts that NANP A's denial
interferes with its ability to serve its customers within the State of Idaho.
TWT's Application was presented to the Commission for consideration during its
December 29, 2003 , decision meeting. The Commission determined to approve TWT's
Application in order to enable TWT to provide adequate telecommunication to BSu.
assigning new numbers, TWT should continue to follow the FCC numbering guidelines by
assigning numbers in 1000 blocks only as demand requires before opening new 1000 blocks
within an assigned prefix. Unused 1000 numbering blocks will be returned to the NANP A
within six months.

IT IS HEREBY ORDERED that NANPA provide to Time Warner Telecom seven
1000 numbering blocks for use by TWT to serve Boise State University. In assigning the
numbers, TWT shall, consistent with FCC numbering guidelines, exhaust the numbers in the first
1000 numbering block before providing numbers in the second 1000 numbering block.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. TWT - T -04-
may petition for reconsideration within twenty-one (21) days of the service date of this Order
with regard to any matter decided in this Order or in interlocutory Orders previously issued in
this Case No. TWT-04-Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~ 61-
626.
