Box 83720 Boise, Idaho 83720-0074 -(tUr-1 ()!/-DEC 1 7 2003 BoIse, Idaho Re: Time Warner Telecom, Boise State University Number Waiver Request Dear Mr. Cooley: Time Warner Telecom (TWT) hereby requests that the Commission review the decision ofthe North American Numbering Plan Administrator (NANP A) which denied TWT's application for use of central office code numbering resources to provide service to TWT's customer Boise State University (BSU). BSU has requested a block of 7 000 direct inward dial numbers. The Manager ofBSU' Telephone and Network Services has explained the need for the block of numbers as follows: Boise State was founded in 1932 as a private two-year college. The University went through various stages of change and growth before becoming a state university in 1974. Currently over 18 000 students attend Idaho s largest institution. Students can earn technical certificates, associates, bachelors, masters and doctoral degrees in over 180 areas of study. Boise State Main Campus is located on a 11 O-acre site in the center of Boise City. Boise State s new West Campus is in its initial stages of construction on a ISO-acre site 15 miles west of Boise. The first building, an incubator to assist new high-technology businesses, was completed in 2003. Known as the Technology and Entrepreneurial Center (TECenter), the building provides enough space to house and support 15- businesses along with space for consultants and common support areas. As a place where' new businesses can get started, the TECenter will benefit the economy while providing valuable learning experiences for students and faculty who assist the businesses. The first academic building is under construction currently at West Campus. Completion is expected in November 2004. Boise State University outgrew a 4 000 block of DID numbers in 1997. To maintain a congruent block for on-campus 4 digit dialing, Boise State was forced to move to a 000 block of DID numbers with a different prefix. This painful move just 6 years ago has taught the university to better plan for the future. With the opening of two new student housing complexes in 2004 (1,200 phone installs), Boise State will be dose to Mr. Doug Cooley December 17, 2003 Page 2 of 2 exhausting it original 7 000 DID number group. The West Campus site is intended to be the future of Boise State. Its location was chosen because it is located at the projected future center of the Boise City MSA. The Boise City MSA has a projected total population for 2006 of 530 000. By obtaining 7 000 new DID numbers now, Boise State University can plan for a simplified 5 digit dialing pattern on both campuses and be better able to service the growth that it has experienced in the past 10 years. Boise State s enrollment alone has gone from 15 000 students in 1996 to 18 500 in 2003. Boise State expects to continue to increase enrollment, hire new faculty and staff and add new student housing units at both campuses. Previously, TWT submitted a Central Office Code (NXX) Assignment Request to NANP A for the assignment of a NXX resource necessary to meet BSU's request. TWT completed the application in accordance with the N ANP A's Central Office Code Assignment Guidelines and filled out the necessary Months-to-Exhaust Certification. Thereafter, the NANP A Central Office Code Administrator denied the request on the grounds that TWT had not met the rate center-based months-to-exhaust criteria set forth the Central Office Code Guidelines. Applications for assignment ofNXX resources are made via an electronic interface operated by the Administrator. Attached are copies of TWT' s application along with the electronically generated denial. TWT requests that the Commission review the NANP A denial. As set forth above, there is a specific customer demand for the numbers and the denial interferes with TWT's ability to serve its customers. TWT requests that the Commission instruct the NANP A to release the numbering resources necessary to meet the needs of Boise State University. Please advise if further information is required.
