Tanager Telecommunications, LLC. d/b/a Tanager Telecom
Tanager Telecommunications, LLC. d//a Tanager Telecom ("Tanager") hereby applies
for a Certificate of Public Convenience and Necessity to provide basic local exchange
service within the state ofIdaho, in accordance with Title 62 of the Idaho Code, the IPUC
Rules of Procedure, and Commission Procedural Order No. 26665:
i. Proposed Services
Tanager Telecommunications, LLC. resells telecommunications services from Qwest and
other CLECs, in the geographical terrtories served by them. Services are marketed and
provided to commercial entities governental agencies, as well as to the public.
Marketing is performed through governent bidding, word of mouth, and the websites
ww.tanagertel.com and ww.saw.net. With its sister company, Sawtooth Technologies,
LLC., Tanager has recently designed and managed the conversion of nine VA facilities in
Idaho, Oregon, and Washington from traditional TDM network to new fiber optic based
Ethernet service.
As a reseller, Tanager at present maintains a small amount of equipment in Idaho as
required to provide services to the V A. Tanager anticipates installng additional
equipment and facilities as needed to meet the requirements of new customers in Idaho.
II. Form of Business
Tanager Telecommunications, LLC. is a limited liability company organized June 30,
2003, under the laws ofthe State of Washington (UBI No. 602-306-371) and registered
with the Idaho Secretary of State as a foreign LLC. A certificate in good standing from
the Idaho Secretay of State is attched as Exhibit A to this application.
Tanager is curently certified as a Competitive Local Exchange Carier (CLEC) by the
Washington State Utilities and Transportation Commission and by the Public Utilty
Commission of Oregon.

necessary for the provision of services. However, it is anticipated that may change in the
futue in order to meet the needs of its Idaho customers.

Current detailed balance sheets, including a detailed income and profit and loss
statements of applicant reflecting curent and prior year balances (for calendar year 2008
and Janua through April, 2009) are attached as Exhibit B to this application.
VI. "Ilustrative" Tariff Filings
An "ilustrative tariff', containing proposed initial tariff and price sheets setting forth
rates (subject to finalization of interconnection agreements), rules, terms, and regulations
applicable to the contemplated service, is attached Exhibit C to this application.

VIII. Interconnection Agreements
Tanager has curent interconnection agreements with Qwest in other geographical areas
and is actively pursuing resale arrangements with them for Idaho. Tanager is seeking

ix. Compliance with Commission Riles
Tanager has reviewed all of the Commission rules and agrees to comply with them.
