On November 5,2014,T-Mobile West LLC (“T-Mobile”or “Company”)filed a
Notice of Relinquishment of its eligible telecommunications carrier (“ETC”)designation in
Idaho pursuant to 47 U.S.C §2l4(e)(4).The Commission granted ETC status to T-Mobile on
August 9,2011.See Order No.32319.
As an eligible ETC to receive both federal high-cost and low-income (or “Lifeline”)
universal service support in Idaho,T-Mobile states it has used the high-cost universal service
support to improve its network and make Lifeline discounted services available to qualified
consumers.T-Mobile now wishes to relinquish its ETC designation in Idaho effective December
31.2014.T-Mobile will continue to provide wireless service in Idaho as a non-ETC.

The Company has approximately 70 Lifeline customers in Idaho.These customers
will receive notification that T-Mobile plans to withdraw from the federal Lifeline program and
participants will receive courtesy Lifeline credit for 45 days.Thereafter,customers may select
an alternative calling plan from the Company or they may continue to obtain the Lifeline benefit
by selecting another ETC provider.If a customer decides to obtain service from another
provider,T-Mobile will not impose an early termination fee.Id.at 4-5.
COMMISSION FINDINGS
The Commission reviewed T-Mobile’s request to relinquish its ETC designation in
Idaho.The Commission finds that withdrawing T-Mobile’s ETC designation will not have an
adverse affect on its customers.T-Mobile customers may elect to continue to receive wireless
service from the Company or maintain their Lifeline benefit beyond 45 days through another
ETC provider.Therefore,the Commission grants T-Mobile’s request to relinquish its ETC
designation in Idaho.

ORDER
IT IS HEREBY ORDERED that the Application of T-Mobile West LLC
relinquishing its ETC designation in Idaho is approved.
THIS IS A FINAL ORDER.Any person interested in the Order may petition for
reconsideration within twenty-one (21)days of the service date of this Order with regard to any
matter decided in this Order.Within seven (7)days after any person has petitioned for
reconsideration,any other person may cross-petition for reconsideration.See Idaho Code §61-
626.
