On February 1,2019,TDS Metrocom,LLC (the Company)applied for a Certificate of
Public Convenience and Necessity (CPCN)allowing it to provide telecommunications service in
Idaho.The Company amended its application on February 6,2019 to include a new price list.
The Commission now issues this Notice of Application and Notice of Modified
Procedure setting comment and reply deadlines.'
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company states it is a Delaware corporation
authorized to do business in Idaho.The Company states it is wholly-ownedby TDS Long Distance
Corporation.TDS Long Distance Corporation is wholly-ownedby TDS Telecommunications LLC
(TDS Telecom),which is wholly-ownedby Telephone&Data Systems,Inc.(TDS).The Company
notes it is affiliated with Potlatch TelephoneCompany dba TDS Telecom and TDS Long Distance
Corporation,which have operated in Idaho for years.
YOU ARE FURTHER NOTIFIED that the Company states it intends to provide
facilities-based competitive telecommunications service through its own loop and switching and
transport facilities and throughagreements with other carriers.Services would include transport
and termination of interexchangetoll services to be provided via the Company's network and using
other long distance carriers.
YOU ARE FURTHER NOTIFIED that the Company would initiallyoffer service near
Coeur d'Alene,Hayden,Post Falls,and Rathdrum,Idaho.But it seeks a CPCN that would allow

it to provide access to the full range of resold and facilities-based local and interexchangeservices
to residences and businesses throughout Idaho.The Company expects to compete with Time
Warner,Charter,and Frontier.
YOU ARE FURTHER NOTIFIED that the Company states it has not yet initiated
interconnection negotiations but would do so shortlyafter the Application is approved.
YOU ARE FURTHER NOTIFIED that the Company states it would not require
customers to pay advance deposits.
YOU ARE FURTHER NOTIFIED that the Company represents it has reviewed and
agrees to comply with the Commission's rules governing the provision of service as a competitive
local exchange carrier.
YOU ARE FURTHER NOTIFIED that the Company's Application is available for
public inspection during regular business hours at the Commission's office.These documents are
also available on the Commission's web site at ''Click on the "File Room"tab
at the top of the page,scroll down to "Open TelephoneCases,"and then click on the case number
shown in the caption to this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 62 of the Idaho Code and specifically Idaho
Code §§62-604,62-615,and 62-622.The Commission may enter any final Order consistent with
its authorityunder Title 62 and Commission Rule of Procedure 114.See IDAPA 31.01.01.114.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000et seq.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter,and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA
31.01.01.201 through.204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no
later than twenty-one days following issuance of this Notice.The comment must contain a

statement of reasons supporting the comment.Persons desiring a hearing must specifically request
a hearing in their written comments.Written comments about this Application shall be mailed to

without a formal hearing.If written comments are received within the time limit set,the
Commission will consider them and,in its discretion,may set the same for formal hearing.

IT IS HEREBY ORDERED that the Application be processed by Modified Procedure,
Rule 201-204 (IDAPA 31.01.01.201-.204).Persons interested in submitting written comments
must do so within twenty-one days of issuance of this Order.The Applicant may file reply
comments within seven days after the comment period.
