COMMENTS OF THE
COMMISSION STAFF
STAFF OF the Idaho Public Utilities Commission, by and through its Attomey of
record, Matt Hunter, Deputy Attorney General, submits the following comments.
BACKGROUND
On November 21,2018, Teliax, Inc ("Teliax") filed an Application with the Commission,
pursuant to Procedural Order No. 32277 and IDAPA 31.01.01.1 14, for registration as a retail and
wholesale provider of telecommunications service in Idaho. Application at 2.
The initial filing contained multiple errors and was not in compliance with Idaho laws
and the Commission Rules and Regulations. Staff worked with Teliax's consultants, and
revisions to the Application were eventually submitted.
STAFF ANALYSIS
Teliax is a provider of telecommunications services incorporated in the State of Colorado
and lists its principal place of business as Denver, CO. Id. at2. Teliax proposes to offer
wholesale and retail competitive telecommunications service, including local exchange and

exchange access services, within the State of Idaho using its own facilities and services available
from other facilities-based carriers. Id. Teliax states that, while it is requesting statewide
authority, it intends to initially provide service in areas where Centurylink is the incumbent
local exchange carrier. Id. It intends to utilize its own switching facilities, as well as leased and
resold transport facilities and services from other carriers. Id. Teliax provides its current profit
and loss statements. Id.,Ex. D. It also provides a copy of its switched access service tariff (an
updated version was provided to the Commission on March ll,2019) and a website link to its
rates, terms, and conditions. Id., Ex.E.
On March 8,2018, ldaho's Secretary of State certified that Teliax is authorized to
transact business in Idaho. Id.,Ex. A. While Teliax does not maintain a place of business in
Idaho, it lists Corporation Service Company, 12550 W. Explorer Drive, Suite 100, Boise, Idaho
83713, as its registered agent in Idaho. Id. at2.
Teliax provides additional information related to its primary contact for Idaho customer
complaints and interconnection agreement(s). Id. Finally, Teliax states that it will comply with
all Idaho laws and Commission Rules and Regulations and acknowledges that if it obtains
numbering resources in Idaho, it will be subject to numbering conservation, pooling, and
utilization measures. Id. at3.
STAFF RECOMMENDATION
Staff has reviewed Teliax's Application and believes Teliax understands Commission
Rule of Procedure I 14 and Commission Order No.32277. Staff believes that Teliax possesses
the requisite financial, managerial, and technical qualifications necessary to provide
telecommunications services. Therefore, Staff recommends that the Commission approve Teliax
as a registered retail and wholesale communications provider subject to the following conditions:
1. Teliax shall comply with all number pooling and reporting requirements of the North
American Number Plan Administrator, as set forth in Commission Order No. 30425 and
Rule 114.08;
2. Teliax shall comply with all reporting and contribution requirements as prescribed by the
Idaho Universal Service Fund, Idaho Telecommunications Relay System, and Idaho
Telecommunications Service Assistance Program;

3. Teliax shall comply with all future reporting requirements deemed appropriate by the
Commission for competitive telecommunications providers; and
4. Teliax shall relinquish its Certificate of Public Convenience and Necessity (CPCN) and
all telephone numbers if, within one year of issuance of a CPCN, the Company is not
providing local exchange telecommunications services in Idaho.
