HomeMy WebLinkAbout20031103min.docMINUTES OF DECISION MEETING NOVEMBER 3, 2003 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Dennis Hansen, and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was approval of the CONSENT AGENDA, items 1—6. There was no discussion. Commissioner Kjellander made a motion to approve items 1-6. A vote was taken on the motion and it carried unanimously. The second order of business was MATTERS IN PROGRESS: Daniel Klein’s October 31, 2003 Decision Memorandum re: Formal Complaint of Yolande Bennett. Mr. Klein reviewed his Decision Memo. Commissioner Kjellander asked how the degree data comports with what Idaho Power’s bills were saying. Mr. Klein replied that the degree data was supplied by Idaho Power but usage went up as it got warmer, so usage didn’t conform to temperature. He said something caused the usage, although he didn’t know if it was all space heating. Commissioner Kjellander confirmed that after a neighbor went in to switch off everything at the circuit breaker, there was a dramatically reduced usage at the home. Commissioner Hansen stated it was unusual that usage in May and June could be so high; however, if the Company has tested the meter, the customer has some obligation to make sure appliances in the home are tested and working, also. He said this is a case where he didn’t think Idaho Power could do much more and based on the effort the Company put forth to check things out, he made a motion to deny Ms. Bennett’s request for a formal complaint. There was no further discussion. A vote was taken on the motion and it carried unanimously. There were no further items on the agenda and Commissioner Kjellander adjourned the meeting.
