ROBERT RYDER, being duly sworn, deposes and says:
I am one of the Petitioners and Appellants in the above-entitled matter. At all
times relevant hereto, I conducted a paging business in southwestern Idaho under the trade
name of Radio Paging Service. This affidavit is made on my own personal knowledge.
During the period of time that the Public Utilities Commission determined to
be relevant for my recovery of overcharges (November of 1996 until May 13, 1999),
account with U.S. West (now Qwest) was in good standing and current. As of May 13 , 1999
I did not owe Qwest anything on the account.
