RE:Numbering “Safety Valve”request for TC Systems,Inc.
Dear Ms.Hall:
On behalf of TC Systems,Inc.(“TCS”),we respectfully request that the Commission
review the decision ofthe NEUSTAR Pooling Administration (“PA”)denying TCS’s
application for a thousand-block number assignment preference to be used to serve a large
business customer in Idaho.
This request is based on the federal Communications Commission Rules per 47 C.f.R.
52.1 5(g)(4)and pursuant to the Thousands-Block Number (NXX-X)Pooling Administration
Guidelines and the Central Office Code (NXX)Assignment Guidelines published by the
Industry Numbering Committee (‘INC”).
The customer is requesting 3000 numbers for the Boise,ID rate center in the 208 NPA.
TCS has developed a communications plan that the customer will implement and assign the
numbers as soon as they are made available.In order to convert their existing internal
network configuration to IP,the customer is requesting the 3000 new numbers.
On May 10,2013,TCS submitted the “Thousand Block Application form Part 1A”to
the PA for 3000 numbers.TCS received a denial error message indicating the request did
not “meet the MTE andlor Utilization requirements”and advised that TCS could request a
state waiver from the PUC if not in agreement with the decision.Documentation of this
request/denial is enclosed.
TC$respectftilly requests that the Idaho Commission overturn the PA’s decision
expeditiously in the interest of our customer,as we are unable to satisfy the numbering needs
of this customer without such an exception.Any correspondence with the PA in this matter
may be brought to the attention of the PA responsible for the geography in question:
