(“TCS”or “Company”)filed an Application with the Commission,pursuant to Commission Rule 114,IDAPA 31.01.01.114 and Procedural Order No.32277 (Case No.GNR-T-1 1-01),to register as a wholesale provider of telecommunications services within the State of Idaho.TCS does not intend to provide basic local exchange service in Idaho. YOU ARE FURTHER NOTIFIED that TCS is a Delaware corporation and lists its principal place of business as Bedminster,NJ.TCS is registered with the Idaho Secretary of State as a foreign corporation and lists CT Corporation System as its Idaho registered agent for service. YOU ARE FURTHER NOTIFIED that TCS states in its Application that it is a competitive telecommunications company that intends to offer wholesale transport service to one of its affiliates in Idaho. YOU ARE FURTHER NOTIFIED that TCS has contacted CenturyLink and intends to negotiate an agreement to interconnect with CenturyLink’s network. YOU ARE FURTHER NOTIFIED that the Company has reviewed the Commission’s rules governing telecommunications services in Idaho and commits to providing service in accordance with these rules to the extent they are not preempted by federal law.The Company also acknowledged that,as a non-paging telecommunications carrier in Idaho,it will be subject to numbering conservation measures,including mandatory one thousand (1,000)block pooling, pursuant to Commission Order No.30425. NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO.32442 1 NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation.
