1.1 Authorization Code: A numerical code assigned by the Carrier to the
subscriber for the subscriber's use in identifying the subscriber to
the call accounting equipment at the time a call is dialed.
1.2 Carrier: Touch 1 Long Distance,otherwise.Inc.unless the context means

1.4 Customer: The person, firm , corporation or other entity which
orders or uses service and is responsible for the payment of charges
and for compliance with tariff regulations.
1.5 Customer Account Coding: Optional customer defined digits that
allow the customer to identify the individual user, department or
client associated with a call.
1.6 Holidays: The following are Company recognized national holidays
determined at the location of the originator of the call: NewYears Day, Independence Day, Labor Day, Thanksgiving Day, ChristmasDay, Martin Luther King Day, President' s Day, Memorial Day, Columbus
Day, and Veterans Day.

1.8 Promotional Offerings: Special trial offerings, discounts, or
modifications of its regular service offerings which the companymay, from time to time, offer its customers for a particular
service. Such offerings may be limited to certain dates, times andlocations.

1.9 Rate Center: A specified geographical location used for determining
mileage measurements.
1.10 Subscriber: The person, firm, corporation or other entity which
orders or uses service and is responsible for the payment of charges
and for compliance with tariff regulations.
1.11 Underlying Carrier: The telecommunications carrier or carriers
whose network facilities provide the technical capability and
capacity necessary for the transmission and reception of customer
telecommunications traffic within Idaho.
1.12 V & H Coordinates: Geographic points which define the originating
and terminating points of a call in mathematical terms so that the
airline mileage of the call may be determined. Call mileage is used
for the purpose of rating calls.
1.13 Travel Card Call: A service whereby the Customer or Authorized User
dials all of the digits necessary to route and bill a call placedfrom a location other than his/her residence. Service is accessedvia a "1-800 or 1-888" or other access code dialing sequence.

1.14 PREPAID CALLING CARD ACCOUNT CODE - A number assigned to each account
which is dialed by the customer or authorized user upon access to the
Company s service. An account code identifies the caller and validatesthe caller s authorization to use the services provided.
PREPAID CALLING CARD AVAILABLE BALANCE - The current balance expressed in
dollars contained within the customer s account. The available balance may
be used to place calls via the Company s network until exhausted. Theavailable balance decreases on a real-time basis as calls are placedand usage occurs.
PREPAID CALLING CARD ACCOUNT - An account which is not associated with a
Local Exchange Carrier business or residential access line. A prepaid
calling card account is established for a customer with an initial prepaid
balance from which charges for service provide by Company are deducted on
a real time basis.
PREPAID CALLING CARD - A card issued by the Company which provides the
customer or authorized user with a prepaid calling card account, an
account code and instructions for accessing the Company s network.
PREPAID CALLING CARD CALL - A service whereby the customer or authorized
user dials all of the digits necessary to place a call and have callcharges deducted from the Customer prepaid calling card account.
Service is accessed via a AI-800-A or other access code dialingsequence.
PREPAID CALLING CARD INITIAL ACCOUNT BALANCE - The available balance of acustomeraccount upon issuance of an account code and before any
depletion for call activity. The initial account balance is expressed in
s. dollars.

Undertakinq of Companv
Company undertakes to provide only those designated services as are
furnished under the terms and subject to the conditions and customer
payment of the applicable rates of this tariff for communications
originating and terminating within the State of Idaho.
Carrier is a resale common carrier providing telecommunications serviceto subscribers for direct voice communication with stations of anydomestic telephone system within the State of Idaho. Service is
available 24 hours per day, 7 days per week.
The carrier will provide an appropriate credit to a customer billed for
a call of short duration when customer identifies that the call was notcomplete.
Area of Service
Touch 1 Long Distance offers services throughout the State of Idaho.
Touch 1 provides services statewide from the locations where its
customers are situated.

Limitation of Service
Service is offered subject to the availability of necessary
facilities and/or equipment and subject to the provisions of this
tariff. Carrier reserves the right not to provide service to or from
location where the necessary facilities or equipment are notavailable.
Carrier reserves the right to discontinue or limit the use of
service upon written notice, when necessitated by conditions beyondits control, or when the subscriber is using the service in
violation of the provisions of this tariff or is in violation of the
tariffs of the network carriers, or in violation of the law.
3 Service may not be used for any unlawful purpose.

Pavment and Billinq
1 Service is billed on a monthly basis, monthly being based on thirty(30) days. The billing date is printed on the bill and the date
rendered shall be the mailing date.
The subscriber is responsible for payment of all charges for
services furnished to the subscriber. Failure to receive bills or
notices which have been properly placed in the United states mail
shall not prevent such bills from becoming delinquent nor relieve
customer of his obligations for payment thereof. An account shall
become delinquent if full payment has not been received within
thirty days after rendition of such bill.
3 Carrier does not require any deposits.
4 Billing will be payable upon receipt of bill. Late payment penalty
will be charged on any amount unpaid after thirty (30) days, at a
rate of 1.5% per month.
5 The subscriber is responsible for any calls placed via the CarrierTravel Service as a result of the Customer intentional or
negligent disclosure of Authorization Codes or PIN numbers assigned
to the Customer.
6 The subscriber is responsible for any and all calls placed to an
800/888 service number provided to the subscriber by the Carrier.

Payment and Billinq
The customer is responsible for payment of all charges for servicesfurnished by The Company. Non-recurring charges are payable whenthe service for which they are specified have been performed.
Recurr ing charges which are fixed in amount and not dependent onusage are billed in advance. Usage charges are stated as a function
of, and vary with, use (e.g., per connection time). Usage charges
are billed in arrears.
The Company may deal with customers whose accounts show very small
balances by withholding the issuance of an invoice until the amount
due from the customer reaches a level which, in The Company s sole
discretion, is deemed large enough to justify initiating the billingand collection process; or The Company may invoice low usage
customer every other month unless a customer invoiced in such a
manner requests monthly billing.
Reconnect ion Charqe
A customer who discontinues service or whose service is cancelled by the
Company and/or in accordance with sections of this tariff, and wishes to
reinstate service, will be subject to a reconnect ion charge of an amount
not to exceed $20.00.

Adiustment for New Local Taxes
If at a future time a municipality, county, or other local taxing
authority acquires the legal right and imposes a tax, fee or other
similar charge upon the Carrier on a per-call basis, such taxes,fees, or charges shall be billed to the subscribers receiving
service within the territorial limits of such municipality, county,
or other taxing authority. Such billings shall allocate these
taxes, fees or other charges among the subscribers uniformly on the
basis of each subscriber s charges for the type of service made
subj ect to such tax, fee or charge.
Cancellation bv Customer
The subscriber may have service discontinued upon written notice to
the Carrier. The Carrier shall hold the Subscriber responsible for
payment of all bills for service furnished until the cancellation
date specified by the Subscriber or until the date that the writtencancellation notice is received or until the service is
disconnected, whichever is later.
If the customer orders service requiring special facilities
dedicated to the customer s use and then cancels his order before
the service begins, a charge will be made to the customer for thenon-recoverable portions of expenditures or liabilities incurredexpressly on behalf of the customer by carrier and not fully
reimbursed by installation and monthly charge. If, based on the
order, any construction has either begun or been completed, but no
service provided, the non-recoverable cost of such construction
shall be borne by the customer.

Cancellation of Service bv Carrier for Non-Pavment
Service continues to be provided until canceled by the Subscriber, in
writing, or until discontinued by the Carrier as set forth below. The
Carrier may render bills subsequent to the termination of service for
changes incurred before termination.
The carrier, upon five (5) days written notification to the
subscriber may discontinue service for delinquent accounts without
incurring any liability. The subscriber s account is considered
delinquent if, 30 days after rendition of bill, the carrier has not
received full payment for service rendered hereunder.
2 . 9 . 2 Company s Past Due not ice shall be posted first in the United States
mail, addressed to the customer s last known address and will state
the date of the notice and the date on or after which the service
may be terminated for non-payment.
Company s Past Due Notice will list a toll-free 800 number (1-800-
286-8241) for Customer Support for information regarding any
deferred billing or other procedures which the Company may offer orfor working out some mutually agreeable solution to avoid
termination of the customer s service.

The liability of the Carrier for damages arising out of
mistakes, omissions, interruptions, delays, errors, or defects
in transmission occurring in the course of furnishing service
and not caused by the negligence of the subscriber, commences
upon activation of the service and in no event exceeds an
amount equivalent to the proportionate charge to the
subscriber for the period of service during which such
mistakes, omissions, interruptions, delays, errors or defects
in transmission occur. For the purpose of computing this
amount, a month is considered to have thirty (30) days.
Carrier shall not be liable for any claim or loss, expense, or
damage, (including indirect, special, or consequential damage)
for any interruption, delay, error, omission, or other defect
in any service, facility or transmission, if caused by an Act
of God, fire, war, civil disturbance, or act of Government.
Carrier shall not be liable for, and shall be fully
indemnif ied and held harmless by the customer against any
claim or loss, expense or damage including indirect, specialor consequential damage, (i) for defamation, invasion of
privacy, unauthorized use of any trademark, trade name or
service mark, proprietary or creative right, or any other
injury to any person, property or entity arising from thematerial, data information or content revealed to,transmitted, processed, handled or used by Carrier under
customer; or (ii) for any act or omission of the customer; or
(iii) no agent or employee of any other carrier shall be
deemed to be an agent or employee of the carrier.

Liabilitv
10.The included tariff language does not constitute a
determination by the Commission that a limitation of liability
imposed by the Company should be upheld in a court of law.
Acceptance for filing by the Commission recognizes that it isa court'responsibility to adjudicate negligence and
consequential damage claims. It is also the court' s
responsibility to determine the validity of the exculpatoryclause.
10.Carrier shall not be liable for any claim, loss, or refund asa result of loss, theft or fraudulent use of Travel Services
Number, Authorization Codes or Personal Identification Numbers
issued for use with the Carrier s service.

SECTION 3 - DESCRIPTION OF SERVICES
Timinq of Calls
Usage
The customer's long distance usage charge is based on the actualusage. Usage begins when the called party picks up the receiver.
When the called party picks up is determined by hardware answer
supervision in which the local telephone company sends a signal to
the switch or the software utilizes audio tone detection. A call is

This is toll service that enables the subscriber to call stations of
any domestic phone system in Idaho. Partial minutes are rounded to

by designating Touch 1 Long Distance, Inc. as the long distance
carrier, and Dialing 1 + the called number. Rates are set forth in
the Rates section of this tariff. There is no monthly charge orsign-up fee associated with this product.
1.A First Touch Plus is a variation of Touch l'First
Touch plan. This program offers customers an additional
15% off First Touch intrastate, interlata rates for all
1+ direct dialed calls that terminate within the stateof Idaho. All calls will be billed with a one minute
minimum and full minute increments thereafter. Partial
minutes will be rounded to the next higher minute. No
additional volume discounts apply. Standard times for
Day, Evening, and Night/Weekend calling periods apply.

FIRST TOUCH SELECT This is an outbound toll service for calls placed

PERSONAL TOUCH 800/888 SERVICE - Personal Touch 800/888 Service
provides a customer with an 800/888 telephone number for use within
the continental U. S. 24 hours a day, seven days a week. PersonalTouch 800/888 Service calls originated by users dialing the
Customer's 800/888 number will be terminated to the Customerdesignated location.
Customers may also, upon request, receive calls from Alaska, Hawaii,Puerto Rico, u.s. Virgin Islands and Canada. There is no
installation charge or monthly subscription fee for the service.
Rates are set forth in the Rates section of this tariff.
Assiqnment and Reservation of 800 Numbers
The Company in conjunction with its ResponsibleOrganization (Resp. Org.) will reserve, assign, activate
or change 800 numbers for a Customer and will administer800 numbers in accordance with customary industry
standards and practices, and the terms of this Tariff
and effective procedures of the 800 Service ManagementSystem (SMS/800).
The Company reserves the right to recover Personal Touch
800/888 Service in the event that service is not
actually and substantially used within a 90-day period.
The Company will provide the Customer with notice of
such recovery no less than 30 days following receipt of
notice. At which time the Company will release the 800
number to the pool of numbers available for assignment.
If a Customer accumulates undisputed past-due charges,the Company reserves the right not to honor he
Customer request for a change in 800 service to
another carrier (e.g., "porting" of the 800 number),including a request for a Responsible Organization (Resp
Org) change, until such time as all charges are paid infull.
If Touch 1 is notified by the Local Exchange Carrier
that a customer s local service has been disconnected,
the customer must notify Touch 1 of this change within
30 days or the service will be discontinued.

Personal Touch 800/888 + PIN is based on a security cod e
assigned to the customer by the company. This service
provides 800 numbers shared by more than one customer, whereby
individual customers are identified by a unique Personal
Identification Number (PIN). The PIN may not be assigned or
transferred for use with service provided by another carrier.
Subject to the limitations provided in Section 3, the Company
will only honor customer requests for change in Resp Org or
800 service provider for 800 numbers dedicated to the sole use
of that single customer.
PREPAID CALLING CARD SERVICE
The Company s Prepaid Calling Card Service is offered for
customer use 24 hours a day, seven days a week, to all validterminating locations excluding the following:

Calls to 700 numbers
Calls to 800 numbers
Calls to 900 numbers
Calls to Directory Assistance
Calls completed via Conference Service
Calls completed via Dual Party Relay Service

Intrastate service is offered in conjunction with interstateservice.
Access of Prepaid Calling Card Service is via a toll-freenumber. The Customer must input a valid account code in
addition to the destination number with an area code.
Purchase of the Prepaid Calling Card Service or establishmentof a Prepaid Calling Card Service account entitles the
customer to access the Company s network for a preset amountof usage. Usage will be deducted from the Customer
available balance on a real-time basis. Customers will be
interrupted with an announcement indicating that the available
balance in the account is about to be exhausted.
Balances in Prepaid Calling Card Service accounts are non-
refundable and will expire on the date specified on the card
or package in which the card is enclosed.

customer s calls are rated at the same flat rate per minute
with a 30 second minimum and partial minutes of a call are
rounded up to the next 1/10th of a minute (6 seconds)thereafter. Service is accessed via toll free service and
Personal Authorization Code. This service offers access toadditional calling features.
Information Services - offers the customer the latest
news events, checks the weather, gets sports scores and
financial updates, checks horoscopes, and provides the
latest information on soap operas.
Conference Calling - Allows the customer to add up to
three additional parties to a call by touching a key and
dialing the party ' s number. There is a per minute charge
per additional party. There are no live operator chargesand delays.
Travel and Concierge Service - Allows the customer to
obtain airline, dinner, lodging, car, or limousine
reservations. The customer can also acquire information
on special events and check golf course and tee times.
Flower delivery and wake-up calls are also available
with this service. The customer also has access to
emergency medical or legal referrals and assistance.

Each customer is charged individually for each call placed through theCarrier. Rates may vary by mileage band, time of day, day of week, callduration and by product or service type.
Rate periods
Day, Evening, and Night/Weekend rate periods apply to 1+ Dial-Up Service.
The rates apply for all days of the week including holidays. The Day rate
period is 8:00 AM to, but not including, 5:00 PM Monday through Friday.

week within the state of Idaho. This product offers the customer a flat

through Friday and all hours Saturday and Sunday are billed at a further
