INTRODUCTION
Q. Please state your name, address and describe your background.
A. My name is Carol Moyer and I reside at 2944 S Garden Street, Boise, Idaho. I am
a claims processor at Blue Cross ofIdaho. I own my own home and I am the only resident.
ll. HOME COMMUNICATIONS SYSTEMS
Q. Please describe your telephone communication system at your home.
A. I have a land line with one extension phone. One of my phones is portable and one
is stationary. I have no other phones. I have a voice message machine attached to my phone
which I purchased in around 1989. I use a phone card for my long distance needs. I get 420
minutes for $20 from Costco and I can use it anytime.
Q. Could a cell phone replace your land line?
A. My phone number is important to me too, as I have had it since 1974.
ITiends know the number and can easily get in touch with me.If I got a cell phone the
number would have to change.
I also need the extension phone in my home. My home has 1260 square feet, and I
cannot hear the phone ring in the bed room if I am in the living room. So I have two phones.
When I first moved into my home two years ago I actually missed several calls until I got the
extension phone.
My land line is less expensive than a cell phone and there are no contracts. I am now
paying $26.11 per month as per Exhibit 206.My voice message machine won t hook up to
a cell phone. In additon, there are minute limitations and contracts. I spend a lot of time on
my phone and I would bet I would regularly exceed minute limitations.

, a cell phone doesn t work for me for many reasons.
Q. Qwest in its application has said it should be able to deregulate land lines
because of cell phone competition. Is there anything you can suggest that would help
Qwest compete?
A. Yes, I have noticed that I am paying around $8.50 each month for fees and taxes
on my land line. I understand that cell phones pay only around $1.50 or so and that definitely
puts land lines at a competitive disadvantage.
Q. Qwest is asking that the Public Utilities Commission deregulate land line
rates for residential use. Do you think this is in the public interest?
A. No because there really isn t any competition for land line service. I don t have
a choice, and cell phones are not an option as I have stated. So the result of any deregulation
is that I would have to pay a higher price.
Q. What are your recommendations to the Commission regarding Qwest'
application?
A. Cell phones should pay the same taxes and fees as land lines, and then the fees and
taxes can be lowered on my montWy land line bill, and land lines would be more competitively
priced. Local telephone rates should not be deregulated until the time comes that there is
competition.
Q. Is there anything else you would like to add?
A. I appreciate the opportunity to testify.
