CASE NO. RD B- T -05- On August 15 , 2005 , Red-Ban Communications, LLC filed an Application for a Certificate of Public Convenience and Necessity to provide facilities-based local exchange and resold interexchange services within the State of Idaho and specifically within the Qwest local exchanges. On September 27, 2005, the Commission issued a Notice of Application and Modified Procedure to process Red-Ban s Application. Written comments were filed only by Commission Staff during the comment period. Red-Ban is a Utah company with its principal office located in Sandy, Utah. Red- Ban is authorized to transact business within Idaho and has obtained a registered agent for service in the state. Red-Ban intends to provide local exchange and interexchange services to residential and business customers, including local exchange service and voice over Internet protocol and other information services. The Company states it does not intend to collect . . advance payments or deposits and requests a waiver of an escrow account requirement. Staff confirmed that Red-Ban s Application provides the necessary information to obtain a Certificate of Public Convenience and Necessity, and that the Company understands and agrees to comply with the Commission rules and requiremerils as applicable.
