BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
IN THE MATTER OF THE APPLICATION OF
RED-BAN COMMUNICATIONS, LLC FOR A
CERTIFICATE OF PUBLIC CONVENIENCE
AND NECESSITY TO PROVIDE LOCAL
EXCHANGE SERVICES WITHIN THE STATEOF IDAHO.

On August 15, 2005, Red-Ban Communications, LLC filed an Application for a
Certificate .of Public Convenience and Necessity to provide facilities-based local exchange and
resold interexchange services within the State of Idaho and specifically within the Qwest local
exchanges. On September 27, 2005, the Commission issued a Notice of Application and
Modified Procedure to process Red-Ban s Application. Written comments were filed only by
Commission Staff during the comment period. In this Order the Commission approves Red-
Ban s Application for a Certificate of Public Convenience and Necessity.
Red-Ban is a Utah company with its principal office located in Sandy, Utah. Red-
Ban is authorized to transact business within Idaho and has obtained a registered agent for
service in the state. Red-Ban intends to provide local exchange and interexchange services to
residential and business customers, including local exchange service and voice over Internet
protocol and other information services. The Company states it does not intend to collect
advance payments or deposits and requests a waiver of an escrow account requirement.' Staff
confirmed that Red-Ban s Application provides the necessary information to obtain a Certificate
of Public Convenience and Necessity, and that the Company understands and agrees to comply
with the Commission rules and requirements as applicable.
Staff recommended that the Commission approve Red-Ban s Application for a
CPCN, including the Company s request for a waiver of an escrow account requirement.
COMMISSION FINDINGS
Based on our review of the record, including Staff's recommendation , we find that
the Application of Red-Ban complies with Procedural Order No. 26665 and the Commission
Rules to obtain a Certificate of Public Convenience and Necessity. We therefore approve Red-
Ban s Application for a Certificate to provide facilities-based local exchange and resold
interexchange services within the State of Idaho. Because Red-Ban will not require advance

payments or deposits, the Commission finds it reasonable to waive any requirements to maintain
an escrow account.
ORDER
IT IS HEREBY ORDERED that Red-Ban Communications LLC is granted a
Certificate of Public Convenience and Necessity to provide local telecommunications services
within the State of Idaho.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
days after any person has petitioned for reconsideration, any other person may cross-petition for
reconsideration. See Idaho Code 9 61-626.
