On May 2, 2008, Qwest Corporation filed a Petition requesting authorization to
withdraw its Statement of Generally Available Terms and Conditions (SGAT), a model for
network access interconnection the Company states has not been offered as an option for
interconnection since August 2004. On May 23, 2008, the Commission issued a Notice of
Petition and Notice of Modified Procedure establishing a period for the fiing of comments that
expires on July 7,2008. Staff fied comments in response to the Commission's Notice, and now
fies this Motion to Extend the Comment Period.
Qwests SGAT includes a comprehensive performance assurance plan (PAP), as well
as a comprehensive list of performance measures known as performance indicator definitions
(PID) to provide specific data about Qwests interconnection services to competitors using the
Company's facilties and network. Withdrawal of the SGAT would also remove the
performance assurance plan and indicator definitions that are part of the SGAT.
State commission staff members of the Regional Oversight Committee (ROC) that
reviews Qwest s services in its 14 state service area plan to participate in a multi-state review
process to evaluate all performance measurements that are par of the SGAT. The ROC

Executive Steering Committee has accepted the recommendation for a multi-state PID review to
be performed by Liberty Consulting. Liberty completed the initial PIDIP AP audit, and its
familiarity should expedite the review and afford CLECs a reasonable opportunity to participate
in all of Qwests 14 regional states.
Staff by this Motion requests that the Commission approve the Staffs participation in
the multi-state review process by Liberty Consulting and extend the comment period in this case
until such time as the review is complete and a final report can be fied with the Commission.
