MOTION TO APPROVE QPAP
CHANGES
Petitioner Qwest Corporation (Qwest) by and through its undersigned attorneys
moves this Commission for an order approving the changes to the Idaho Qwest
Pedormance Assurance Plan (QP AP) enumerated below. This motion is based on the
Stipulation Regarding QP AP Issues, fied in this docket on October 4, 2010, and executed
by the paries to ths docket and the Commission Staff. Approval of the changes listed
below wil narow the issues in the present docket.
The QP AP changes for approval by the Commission are:

1. Removal ofthe service known as "Unbundled Network Element-
Platform (POTS)" or "UNE-P (POTS)" from the Idaho PAP.
2. Changing the form of computer-to-computer interface used by CLECs
from Electronic Data Interchange ("ED I") to Extensible Markup
Language. This change involves defining a new Performance
Indicator Definition ("PID"), GA-S, to measure XML gateway
availability and modifying and, in some cases, simplifyng, certain
other PIDs to replace references to EDI with XML. The specific
changes required to implement this modification of the Idaho PAP
are explained in greater detail in the testimony of Michael G.
Wiliams at pages 56-57. (fied in the present docket on July 30,2010)
3. Removal of the Tier 2 provisions from the Idaho PAP.
