QWE- T -06-26. BACKGROUND Under the provisions ofthe federal Telecommunications Act of 1996, interconnection agreements must be submitted to the Commission for approval. 47 U.C. 9252(e)(l). The Commission may reject an agreement adopted by negotiations only if it finds that the agreement: (1) discriminates against a telecommunications carrier not a party to the agreement; or (2) implementation of the agreement is not consistent with the public interest, convenience and necessity. 47 U.c. ~ 252(e)(2)(A). CURRENT APPLI CA TI 0 N On December 8, 2006, Qwest Corporation (Qwest) filed an Application for approval of the interconnection agreement with Pass Word, Inc. In this filing, Qwest requests Commission approval for a Type 1 (one-way final route trunk group) and Type 2 (one-way intraLATAIinterstate final route trunk group) Paging Connection Service Agreement, which will deliver calls from Qwest's end users to the paging provider s point of connection (POC). STAFF ANALYSIS Staff has reviewed the Application and does not find that any terms or conditions are discriminatory or contrary to the public interest. Staff believes that the Application is consistent with the FCC orders and pro-competitive policies of this Commission, the Idaho Legislature, and DECISION MEMORANDUM - 1 -DECEMBER 15, 2006 the federal Telecommunications Act. Accordingly, Staff recommends Commission approval of the Application.
