Business Escalation Agreement between Qwest and Verizon Business Network
Services, Inc. (as successor in interest to MCImetro Access Transmission Services
LLC)
Dear Ms. Jewell:
On May 24 2007, pursuant to Section 252 of the Telecommunications Act, Qwest
Corporation sent for filing the referenced Business Escalation Agreement (the "Agreement"
between Qwest Services Corporation and its Affiliates , including Qwest Corporation ("Qwest"
and Verizon Business Network Services, Inc. and its affiliates, MCI Communications Services
Inc. and MCImetro Access Transmission Services LLC ("Verizon
Qwest filed this Agreement on the basis of its understanding that the escalation
procedures applied to the services provided under interconnection agreements between the
parties. After such filing, it became evident that the intended scope of the Agreement was not
cover interconnection agreement services.
Thus, Qwest and Verizon have entered into an amended Business Escalation Agreement
to clearly reflect that the escalation procedures set forth in the agreement do not apply to issues
or disputes (i) arising under any interconnection agreements between the parties or (ii) to any
services provided by Qwest to MCI pursuant to the requirements of Section 251 of the
Communications Act of 1934, as amended, or any services provided pursuant to an
interconnection agreement. The parties specifically acknowledge and agree that the agreement is
not intended to amend any of the parties ' existing interconnection agreements.

Therefore, Qwest respectfully withdraws the Business Escalation Agreement between
Qwest and Verizon.
