QWE-O5- ORDER NO. 29755 On March 14, 2005, Qwest Corporation filed a request for a waiver of numbering resource guidelines following denial of its Application filed with Neustar, the North American Numbering Plan Administrator (NANPA). According to its Application, on February 14 2005 Qwest requested 3 000 additional numbers in the IDFLIDMADS 1 switch in the Idaho Falls rate center where the Company confirmed it does not have numbers to satisfy a customer s recent request. On or about March 8, 2005 Qwest submitted an automated Part 1A and MTE (months-to-exhaust) Worksheet to Neustar via its online system (PAS) to obtain numbering resources necessary to meet the demands of its customer in Idaho Falls, Idaho. Qwest's Application was denied because it did not meet the months-to-exhaust criteria of six months, as set forth in the NANP A's guidelines for each rate center, and because Qwest's utilization calculation was 73.561 percent which is slightly below the required 75 percent for Idaho. Qwest's pooling numbering resources, in this particular rate center, may exhaust in approximately 108 months. Qwest asserts that NANP A's denial impedes its ability to serve its customers within the State of Idaho. According to Federal Communications Commission orders and numbering guidelines, carriers can appeal NANP A decisions of this nature to the appropriate state regulatory authority. 1 The Commission has granted similar waivers in the past to meet the requests of large customers. (See Order Nos. 28769 and 29279. The Commission finds the request for waiver sought by Qwest should be granted so the Company can serve the specific needs of its Idaho Falls customer. Based on the record presented, it appears that the waiver is necessary to enable Qwest to meet the needs of its Number Optimization Order CC Docket No. 99-200 and 96-, FCC 00-104, reI. March 31 2000. ORDER NO. 29755 customer, and to facilitate the customer s use of Qwest DID service. Qwest should continue to follow FCC numbering guidelines by assigning numbers in 1 000 blocks as demand requires before opening new 1 000 blocks within an assigned prefix. ill addition, Qwest should inform its customer that unused 1 000 blocks will be returned to the NANP A within six months. ORDER IT IS HEREBY ORDERED that Qwest Corporation s request for a waiver of the utilization and months-to-exhaust requirements is approved. IT IS FURTHER ORDERED that Neustar assign an additional 3 000 numbers in Qwest's switch in the Idaho Falls rate center consisting of three blocks , excluding the 0, 1 and 9 blocks. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code ~ 61-626.
