RE:QWEST'S AMENDMENT TO THE INTERCONNECTION AGREEMENT
WITH 1-800-RECONEX INc. DBA USTEL; CASE NO. QWE-04-12.
BACKGROUND
Under the provisions of the federal Telecommunications Act of 1996, interconnection
agreements must be submitted to the Commission for approval. 47 U.C. ~ 252(e)(1). The
Commission may reject an agreement adopted by negotiations only if it finds that the agreement:
(1) discriminates against a telecommunications carrier not a party to the agreement; or (2)
implementation of the agreement is not consistent with the public interest, convenience and
necessity. 47 U.C. ~ 252(e)(2)(A).
CURRENT APPLICATION
On February 21 , 2008, Qwest Corporation (Qwest) submitted an Application to amend
an existing agreement with I-800-Reconex Inc. dba USTel approved by the Commission on
June 22, 2004. In this filing, the parties request that the Commission approve an amendment to
USTel's existing agreement that adopts elements of Qwest's Local Services Platform Agreement
(QLSP). This agreement includes certain combinations of network elements, ancillary functions
and additional features, including the local loop, port, switching, and shared transport. Included
in the filing are Attachment I-Definitions, Attachment 2-QLSP Service Description, Attachment
Performance Targets for Qwest QLSP Service, and the QLSP Rate Pages.

ST AFF ANALYSIS
Staff has reviewed the Application and does not find that any terms or conditions are
discriminatory or contrary to the public interest. Staff believes that the Application is consistent
with the FCC orders and pro-competitive policies of this Commission, the Idaho Legislature, and
the federal Telecommunications Act. Accordingly, Staff recommends Commission approval of
the Application for Approval of Amendment to the Interconnection Agreement.
