Qwest Corporation ("Qwest"), by and through its undersigned attorneys, files the
attached Third Revision, Seventh Amended Exhibit A dated March 24, 2005 ("Seventh
Amended Exhibit A"
).
The Seventh Amended Exhibit A corrects a clerical error in sections
9.23.6.4., 9.23.6.4., and 9.23.6.4.2.3 in which the wrong rates were listed for the DS1
Capable Loop in zones 1-3. The Seventh Amended Exhibit A reflects the prices for unbundled
network elements (UNEs) ordered by the Commission in Case No. QWE-01-11 and is
otherwise identical to the version of Exhibit A now in effect, with the exception of a small
number of additional minor changes discussed below and shown on the "redline" version of the
Seventh Amended Exhibit A provided for the convenience of the Commission.

The DSI Capable Loop Rates
The Third Revised Fourth Amended Exhibit A, dated January 16, 2004, reflected the
rates set by the Commission in Qwest cost docket, Docket No. QWE-01-11. At that time
Qwest did not list recurring charges for DS 1 loops used in Loop MUX Combination (LMC).
However, the rate listed for DS 1 capable loops in zones 1-3 was correctly identified in the
January 16 2004 Exhibit A in section 9.2.3. The error that Qwest now seeks to correct was
made in the Fifth Amended Third Revision Exhibit A filed April 26, 2004. At that time, Qwest
added recurring charges for the loop portion of the LMC DS1 and, instead of using the
standalone rates established in 9.2.3.3, Qwest inadvertently used the rates for the four-wire
analog loop. Because of this error the April 26, 2004 version of Exhibit A, and the present
version of Exhibit A, reflected a rate for the LMC DS 1 that is substantially lower than the correct
rate.
Despite this error, Qwest has negotiated 35 contracts containing LMC DS 1. The rate was
correctly identified for that combination in each of these 35 contracts. As a result, no Idaho
customer has been billed the incorrect amount and no Idaho wholesale customer will experience
a rate increase due to the change reflected in the Idaho SGA
Additional Changes
As the foregoing description of the error in the LMC DS 1 rate elements demonstrates, it
is useful to be able to readily locate the source of the standalone rate elements when they appear
as part of a combination service in the Exhibit A. To facilitate that comparison and better
understanding of the Exhibit, this Seventh Amended Exhibit A contains such explanations in the
following sections: 9.23., 9.23.6.3., 9.23.6.4.2 (as discussed above), 9.23.1.2, 9.23.

23.7.3., and 9.23.7.4.2. The changes are all in the form of clarifications and do not affect the
prices or availability of the elements listed.
Because the change to the LCM DS 1 rate corrects an error that could otherwise mislead
customers, Qwest respectfully requests that the Commission accept the attached Seventh
Amended Exhibit A and allow it to go into immediate effect.

be credited to the final space construction charge for the virtual, caged or cageless collocation job. These engineering and planning charges are also included

(8) Effective 11/04, Qwest will no longer perform Bridge Tap and/or Load Coil Removal (Conditioning) to facilitate provisioning of its Qwest Retail DSL offering. In
order to permit CLECs to provision their own xDSL Capable Loops, Qwest in now re-instituting the charge to continue Conditioning for the 2/4-Wire Unbundled
Loop, ADSL Compatible Unbundled Loop, ISDN (BRI) Capable Unbundled Loop, xDSL-1 Capable Unbundled Loop, Non-Commercial Line Sharing, Line
Splitting, Non-Commercial Shared Distribution Loop and Loop Splitting, effective 3/14/05. Qwest cant bill the REC rate structure, but will bill customers the
lower of the two rates.
(9) Qwest is voluntarily reducing this rate in order to keep rate relationship with the Fiber Transport "per Pair" rate element.
(10) Qwest has not implemented this UNE rate or charge in its billing system but reserves the right to assess such a charge in the Mure.
(11) All technically feasible Vertical Switch Features are available with compatible unbundled switch ports. No monthly recurring charge applies for Basic Vertical
Switch Features. Only basic Vertical Switch Features with nonrecurring charges are listed, Nonrecurring charges are applicable whenever a feature is added -
whether on new installation, conversion, or change order activity. Vertical Switch Features not listed are included in the cost of the switch port and have a rate
of zero for both recurring and nonrecurring charges.
(12) The Premium Port monthly recurring charge applies in addition to the Analog or Digital Line Side Port recurring charges when Premium Features are ordered
with analog or digital ports.

(8) Effective 11/04, Qwest will no longer perform Bridge Tap and/or Load Coil Removal (Conditioning) to facilitate provisioning of its Qwest Retail DSL offering. In
order to permit CLECs to provision their own xDSL Capable Loops, Qwest in now re-instituting the charge to continue Conditioning for the 2/4-Wire Unbundled
Loop, ADSL Compatible Unbundled Loop, ISDN (BRI) Capable Unbundled Loop, xDSL-1 Capable Unbundled Loop, Non-Commercial Line Sharing, Line
Splitting, Non-Commercial Shared Distribution Loop and Loop Splitting, effective 3/14/05. Qwest cant bill the REC rate structure, but will bill customers the
lower of the two rates.
(9) Qwest is voluntarily reducing this rate in order to keep rate relationship with the Fiber Transport "per Pair" rate element.
(10) Qwest has not implemented this UNE rate or charge in its billing system but reserves the right to assess such a charge in the future.
(11) All technically feasible Vertical Switch Features are available with compatible unbundled switch ports. No monthly recurring charge applies for Basic Vertical
Switch Features. Only basic Vertical Switch Features with nonrecurring charges are listed. Nonrecurring charges are applicable whenever a feature is added -
whether on new installation, conversion, or change order activity. Vertical Switch Features not listed are included in the cost of the switch port and have a rate
of zero for both recurring and nonrecurring charges.
(12) The Premium Port monthly recurring charge applies in addition to the Analog or Digital Line Side Port recurring charges when Premium Features are ordered
with analog or digital ports.
