I live in Pocatellobut have central office responsibili ties in both Eastern and Central Idaho.I am wri ting in regards to Qwest I s desire to be deregulated in the maj or ci ties inIdaho. I believe that the needed level of competi tion exists in the maj or markets thatQwest serves in the state. There are mul tiple competi ti ve wireless offerings in theseareas which have significantly reduced the need and I or desire for tradi tional wirelines.I am a line supervisor and I have seen the slowdown in orders for dial tone. Irecognize that the economy has cooled down but I have seen slow economic condi tions before
which did not effect our business near as much. I have reduced manpower by 7 technicians
over the past few months. This represents about 113 of my work force.
Qwest needs and deserves to be able to conduct business in a fashion that is equi table
to both the consumer and the company. The wireless competi tors have that abili ty today.
We at Qwest need to be able to operate under similar condi tions. I believe the
circumstances warrant it. We have been gi ven permission to enter the long distancemarket. Part of that process was to demonstrate that we (qwest) are providing an
environment where competi tion can and does existin Idaho.
Please consider allowing Qwest the flexabili ty we have earned to be able to compete
more effectively.

Cells phones are taking away large portion of the RBOC I s business because subscribers are disconnecting thier landlines.
