Dear President Kjellander:
The Boise Metro Chamber of Commerce supports Qwest Corporation s bid to deregulate
pricing in the seven urban areas within its southern Idaho territory.
The Idaho Telecommunications Act states the Idaho Public Utilities Commission shall
cease regulating basic local exchange rates when the incumbent telephone corporation, or
Qwest, can show that effective competition exists for local calling.
From a business perspective, cell phone usage has grown dramatically the past several
years. Many businesses rely on cell phones for the vast majority oftheir business calls.
In fact, cell phones have become the primary phone for these-individuals.
Also, from a chamber of commerc~ perspective, telecommunications infrastructure is a
critical component in economic development. Currently, the Chamber is providing
assistance to Senator Hal Bunderson and the Senate Local Government & Taxation
Committee in its research and analysis of broadband issues and telecommunications for
future economic development in Idaho.
The Boise Metro Chamber thanks the Public Utilities Commission for conducting these
workshops across southern Idaho and appreciates the opportunity to comment on this
deregulation application.
