Dear Commissioners:
I wiSh to complain about a QWest business practice.
I have a telphone in my home. The telephone number is
(208 375-1345. I pay QWest every month for the use of
the phone in my home, and it is a private number.
I would like to know why QWest is able to tap my private
telephone line without court order and intrude on mypersonal calls wi th their advertising messages like "The
line is busy..., and "No one answers the phone.
h1ave paid for a private line and believe their intrusions
l~e against the law without a court order.

I am also opposed to QWest' s request for deregulation. The
consumers are always hurt with deregulation. We only need
to look at the airline, railway, and trucking industries
to the damage done through deregulation. If deregulation is
allowed for Qwest, I see local telephone calls going up beyond
the ability for people with limited incomes to afford atelephone.
I am certain that older people calling to check on other older
people will find local cal~ are an un-affordable luxury. If
QWest wants to compete with the cell-phone industry, then
allow it to do so, but do not start the process of deregulation
for the hard-line consumer and users.
If QWest doesn ' s like doing business in Idaho with all th~protections of regulation '
