FOR APPROYAL TO AMEND THO INTERCONNOCTION
AGREEMENT WITH LEVEL 3 COMMT'NICATIONS, LLC;
CASE NO. QWE-T-02-08.
BACKGROUND
Under the provisions of the federal Telecommunications Act of 1996, interconnection
agreements must be submitted to the Commission for approval. 47 U.S,C. $ 252(e)(l). The
Cornmission may reject an agreement adopted by negotiations only if it finds that the agleement:
(1) discriminates against a telecommunications carrier not a party to the agreement; or (2)
implementation of the agreement is not consistent with the public interest, convenience and
necessity. 47 U.S.C. $ 252(eX2XA).
THE APPLICATION
On January 22,2019, Qwest Corporation submitted an Application to amend an
agreement with l-evel 3 Communications, LLC approved by the Commission on October 20,
2016. In this Application, the parties request that the Commission approve an amendment that
includes terms and conditions fbr reciprocal compensation bill and keep.
STAF'F ANALYSIS
Staff has reviewed the Application and believes the agreement is consistent with the FCC
orders and pro-competitive policies ofthis Commission, the Idaho Legislature, and the federal

Telecommunications Act. Accordingly, Staffrecommends Commission approval of the
Application for an amendment to the interconnection agreement.
