AMENDMENT TO THE INTERCONNECTION AGREEMENTS
BETWEEN QWEST CORPORATION, CENTURYTEL OF IDAHO,
INC, AND CENTURYTEL OF THE GEM STATE, INC. WITH
LEVEL 3 COMMUNICATIONS, LLC; CASE NOS. QWE-T-02-08,
CEN-T-15-03, AND CGS-T-15-03.
BACKGROUND
Under the provisions of the federal Telecommunications Act of 1996,
interconnection agreements must be submitted to the Commission for approval. 47
U.S.C. § 252(e)(1). The Commission may reject an agreement adopted by negotiations
only if it finds that the agreement: (1) discriminates against a telecommunications carrier
not a party to the agreement; or (2) implementation of the agreement is not consistent
with the public interest, convenience and necessity. 47 U.S.C. § 252(e)(2)(A).
THE APPLICATION
On October 4, 2016, the Commission received Applications from Qwest
Corporation dba Century Link QC, CenturyTel of Idaho, Inc. dba Century Link, and
CenturyTel of the Gem State, Inc. dba Century Link ("collectively Century Link") seeking
approval to amend the interconnection agreements with Level 3 Communications, LLC
("Level 3"). CenturyLink's initial interconnection agreements with Level 3 were
approved by the Commission on November 12, 2008 and August 21, 2015. See Order

Nos. 29033 and 33362. The amendments add terms and conditions for the exchange of
interconnected VoIP-PSTN1 traffic.
STAFF ANALYSIS
Staff has reviewed the Applications and believes the agreements are consistent
with the FCC orders and pro-competitive policies of this Commission, the Idaho
Legislature, and the federal Telecommunications Act. Accordingly, Staff recommends
Commission approval of the Applications to amend the interconnection agreements.
