In this tariff advice, Qwest had requested permission to revise the procedures for reporting the “percentage of interstate usage” (PIU) in its northern Idaho service territory. Qwest proposed to replace the quarterly PIU reporting requirement and make the reporting voluntary. The tariff advice also proposed to change the basis for jurisdictional rating feature group D terminating minutes of use from one based on originating PIU calculated by Qwest or reported by the customer, to a jurisdictional determination by the call record detail (when it is available), or the carrier reported PIU (when the call record detail is not available). On July 20, 2001, Qwest and the Staff filed a Joint Motion (attached) requesting that the Commission allow the tariff advice to go into effect as of the proposed effective date of July 1, 2001, pending completion of the Staff’s investigation and receipt of public comment, if any. The Motion stated that Qwest is seeking to simultaneously implement the PIU change across its 14-state service territory and for the interstate jurisdiction. Qwest stated that the tariff advice change has not been controversial and has been approved in every other jurisdiction. Given Qwest’s assertions, the parties requested that the Commission allow the tariff advice to go into effect conditioned upon the Commission’s subsequent ability to amend or modify the tariff advice. The Motion stated that should “the Commission ultimately decide that the tariff advice should be rejected, Qwest will make the necessary changes to return to operation under the tariff that is now in effect.” Motion at 2.
