HomeMy WebLinkAbout20030416min.docMINUTES OF DECISION MEETING APRIL 16, 2003 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Dennis Hansen, and Marsha Smith. The first order of business was approval of the CONSENT AGENDA items 1, 2, and 3. There were no questions or discussion. Commissioner Kjellander made a motion to approve the items. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: David Hattaway’s April 15, 2003 Decision Memorandum re: Calculating the Commission’s Regulatory Fees for Utilities and Railroads for FY 2004. Case Nos. F-2003-1 and F-2003-2. Mr. Hattaway reviewed his Decision Memo. He stated that the numbers in the memo were as of April 15th except for one, which is the amount of the PUC’s appropriation. He stated the number in the Decision Memo includes a factor for personnel cost roll-ups, which haven’t yet been appropriated. He stated there is a bill to do that in RS form on the Legislature’s agenda. He stated the PUC’s legislative analyst feels fairly certain the PUC will receive the personnel cost roll-ups, and with that being the only caveat, the calculations are as outlined in the Decision Memo. Commissioner Hansen asked why only 32 companies out of the 125 companies that have not reported gross operating revenues have been targeted to show cause why the Commission should not seek to revoke their authority to conduct business in Idaho. Mr. Hattaway stated that the companies being targeted have been non-responsive two years in a row, and the remainder of the companies either reported last year but not his year or are new companies that haven’t reported yet so we don’t have a lot of experience with them. Commissioner Smith made a motion to establish the assessment as calculated by Staff with the caveat that the calculations will be re-done when and if the Legislature appropriates enough money for the employee benefit costs. There was no further discussion. A vote was taken on the motion and it carried unanimously. 5. Scott Woodbury’s April 14, 2003 Decision Memorandum re: PURPA QF Contract with Tiber Montana, LLC. Case No. IPC-E-03-01 (Idaho Power). Mr. Woodbury reviewed his Decision Memo. There were no questions or comments. Commissioner Kjellander moved for approval of the contract with the qualified language as recommended by Staff. A vote was taken on the motion and it carried unanimously.
