In its earlier Application to NANPA, Qwest requested a central office (NXX) code to meet the growing requirements of Ricks College located in Rexburg, Idaho. Qwest made the request because it does not have any inventory within its supply of 208 area code numbers to provide the full NXX code requested by Ricks College. As part of its NANPA Application, Qwest completed a Month’s-to-Exhaust certification worksheet as required, indicating Qwest’s rate center numbering resources would exhaust in 76 months. On May 23, 2001, NANPA denied Qwest’s NXX request on the grounds that Qwest had not met the rate center based exhaust criteria set forth in NANPA’s guidelines. Qwest asserts in its Application that NANPA’s denial renders Qwest “unable to provide a telecommunications service to its customer as required under Idaho law”, and “prevents Qwest from providing the quality of service this customer desires and expects.” Qwest also asserts that its request, if granted, would not materially impact the exhaust date of available numbers in the 208 area code because Rick’s College has committed to return its current numbers in use to Qwest following implementation of the new prefix. Qwest’s Application states that NANPA’s decision is contrary to the intent of the FCC to allow carriers access to numbering resources to meet specific customer demands upon a sufficient showing of need. Qwest asserts that the issue it presents in its Application “does not require industry review, is not contentious, nor does it justify opening an IPUC contested docket prior to decision.” Staff recommends Qwest’s request for numbering waiver be processed by Modified Procedure with a 14-day comment period.
