Dear Ms. Jewell:
Q LINK WIRELESS LLC ("Q LINK" or the "Company") submits this response to the
Comments regarding Application of Q Link Wireless LLC for Designation as an Eligible
Telecommunications Carrier filed by the Idaho Telecom Alliance's ("ITA").
ITA has expressed concem regarding the Emergency Communications Fee and the Idaho
Telephone Service Assistance Fund ("ITSAP") fees. ITA states that Q LINK has not committed to
paying into either fund. However, the Staff of the Idaho Public Utilities Commission ("Commission
Staff') issued its First Production Request to Q LNK on October 15,2013 wherein Commission
Staff in Request No. 2 noted that all wireless caniers are required to remit fees associated with the
ITSAP and E9l ll9ll and specifically requested the Company to confirm that it understands and
will comply with the remittance of ITSAP, E-911 and other applicable fees.
Q LINK filed its Responses to the First Production Request of the Commission Staff on
October 28,2013 wherein the Company committed to the remittance of all fees applicable to it as a
wireless Eligible Telecommunications Carrier, including, but not limited to ITSAP and E-911 fees.
Nevertheless, to assuage ITA's concerns, Q LINK again commits to remit all fees applicable to the
Company as a wireless Eligible Telecommunications Carrier, including, but not limited to ITSAP
and E-91I fees. Please see Attachment I for the Certification and Affrdavit of Issa Asad, Chief
Executive Officer of Q LINK.
Accordingly, Q LINK respectfully requests that the Commission grant the Company's
Application for Designation as an Eligible Telecommunications Carrier.

Florida 33004. I am an officer of the Company and am authorized to make this Affrdavit on its
behall and it is based on my personal knowledge. This affrdavit is given in support of the
application to designate Q LINK as an eligible telecommunications carrier.
