QWE-T-20-04 CEN-T-20-03 QCC-T-20-01 CGS-T-20-03 ORDER NO. 34740 On July 1, 2020, Qwest Corporation dba CenturyLink QC, CenturyTel of Idaho, Inc. dba CenturyLink, CenturyLink Communications, LLC, and CenturyTel of the Gem State, Inc. dba CenturyLink (collectively “CenturyLink”) filed changes to its tariffs with the Commission. CenturyLink proposes to discontinue prorating for the final bills of residential customers. CenturyLink proposed a July 17, 2020 effective date for the modified tariffs. In response to Commission Staff’s concern that that the modified tariffs might not comply with the Commission’s regulatory requirements, the Commission issued a Notice of Application and Modified Procedure on July 15, 2020, converting CenturyLink’s proposed tariff revisions into an Application and suspending the proposed effective date of CenturyLink’s proposed tariff revisions for 60 days. The Notice also directed that the Application be processed by Modified Procedure, with an August 3, 2020 comment deadline and an August 10, 2020 reply comment deadline. Order No. 34722. ORDER NO. 34740 2 On July 22, 2020, CenturyLink filed new tariff revisions for each of its tariffs. The new tariff revisions clarified that a residential customer would receive a prorated bill if the disconnection is due to one of these circumstances: • Military deployment • Customer is vacating premises prior to end of billing cycle date • Death of customer • Local number portability request • Financial hardship The July 22, 2020 tariff revisions have a proposed effective date of August 14, 2020. The following day, CenturyLink requested to withdraw its July 1, 2020 tariff revisions. At the Commission’s July 28, 2020 Decision Meeting, Staff noted that the five circumstances listed above cover most reasons a residential customer would request a service disconnection. As a result, Staff explained it is much less concerned about the July 22, 2020 tariff revisions and recommended the case be closed. O R D E R IT IS HEREBY ORDERED that Case Nos. QWE-T-20-04, CEN-T-20-03, QCC-T-20- 01, and CGS-T-20-03 are closed. Per Idaho Code § 62-606(1), CenturyLink’s July 22, 2020 tariff revisions will take effect on August 14, 2020. IT IS FURTHER ORDERED that CenturyLink’s notice withdrawing its July 1, 2020 tariff revisions is effective immediately. See IDAPA 31.01.01.068. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order about any matter decided in this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration.
