In attendance were CommissionersPaul Kjellander, Kris Raper and Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Tuesday, August 27, 2019. The Commission voted unanimously to approve the minutes as written. The second order of business was CONSENT AGENDA: 2.Action Item:John Hammond’s August 21, 2019, Decision Memorandum re:Intermountain Gas Company’s Application for Authority to Revise Rate Schedule EEC-Energy Efficiency Charge; Case No. INT-G-19-05. 3.Action Item:Matt Hunter’s August 22, 2019, Decision Memorandum re: The Application of Intermountain Gas Company for Authority to Change Its Prices; Case No. INT-G-19-06. 4.Action Item:Dayn Hardie’s August 23, 2019, Decision Memorandum re: Rocky Mountain Power’s Application to Maintain Its Current BPA Residential Exchange Program Credit From October 1, 2019 through September 30, 2021; Case No. PAC-E-19-10. 5.Action Item:Curtis Thaden’s August 23, 2019, Decision Memorandum re: Formal Complaint of Jeff Comer Against Idaho Power Company; Case No. IPC-E-19-28. Commissioner Kjellander made a motion to approve Staff’s recommendation for items 2, 3, 4 and 5 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 6.Action Item:Kevin Keyt’s August 21, 2019, Decision Memorandum re: Avista Tariff Advice No. 19-01-G; Revision to Avista’s Tariff Service Schedule 27. Mr. Hardie reviewed his Decision Memo and stated;Staff has reviewed the Company's proposed tariff changes, application, and Customer Notice. Staff believes the proposed changes will not affect base rates paid by customers. However, Staff believes that an opportunity for public input on the Company's request would be prudent and in the public interest. Staff recommends a comment deadline of September 13, 2019 and a reply deadline of September 18, 2019. Commissioner Raper made a motion that;we issue a notice of application and notice of modified procedure regarding the Tariff Advise No. 19-01-G of Avistawith a 21 day comment period with an additional 7 day reply and suspending the proposed effective date of September 27, 2019 with the company knowing that we will do everything we can to get it out expeditiously while still giving the public enough time to make comments. A vote was taken on the motion and it carried unanimously. The next order of business was RULEMAKING: 7. Request to extend comment period; Case No.RUL-U-19-01; IDAPA DOCKET 31-0000-1900. Mr. Goodson reviewed his Decision Memo; a request was made to extend the public comment period from August 27 to September 10, 2019. Commissioner Raper made a motion that; we extend the public comment deadline from August 27 to September 10, 2019.A vote was taken on the motion and it carried unanimously.
