On December 22, 2009, Project Mutual Telephone Cooperative Association, Inc.
PMT"filed a Petition requesting a state waiver of certain Federal Communications
Commission ("FCC") numbering resour~e guidelines following denial of its Application filed
with Neustar, the North American Numbering Plan Administrator ("NANP A"
THE APPLICATION
According to the Application, PMT inadvertently returned three blocks of numbers
that contained its Location Routing Number ("LRN"), 208-933-0000. The block of numbers
208-933-0000 to 208-933-0999, referenced in the Application emanate from the Twin Falls rate
center and, for technical reasons, the Company requests that the numbers be returned for "easier
assignment of all customer request(s) going forward.Application at 1. In its Petition, the
Company pledges to comply with the 10% rule and use the numbers for its own customers.
Following PMT's Application to NeuStar , the agency advised PMT that it must secure a State
Commission waiver for the block of numbers before these numbers could be returned to the
Company, prompting the instant Application.
ST AFF RECOMMENDATION
Staff has thoroughly reviewed the request for a waiver and believes that granting this
request will not compromise the efficient use of Idaho s numbering resources. Staff contacted
the Idaho Pooling Administrator and verified that this waiver will not compromise the 208 area
code numbers in the Twin Falls rate center. The return of the three blocks with the LRN will not
have a detrimental effect on the 208 NP A in the Twin Falls rate center.
Staff recommended approval ofPMT's Petition for a state waiver allowing the release
and return of the block of numbers, including the Company s LRN, to PMT.

DISCUSSION AND FINDINGS
After reviewing PMT's Petition and Staffs recommendation , the Commission finds
that PMT's Petition requesting a Commission waiver of certain FCC numbering resource
guidelines, following denial of its Application filed with NeuStar, NANP A, should be granted.
We are satisfied that PMT will make an efficient use of the returned numbers, 208-933-0000 to
208-933-0999, and direct the Company to continue to comply with all Commission guidelines
and rules regarding the utilization of Idaho s increasingly scarce numbering resources.
ORDER
IT IS HEREBY ORDERED that Project Mutual Telephone Cooperative Association
Inc.s Petition requesting a Commission waiver of certain Federal Communications Commission
numbering resource guidelines in order to facilitate the return of a block of numbers previously
assigned to the Company, is approved.
IT IS FURTHER ORDERED that NeuStar return the block of numbers requested in
Project Mutual's Application, 208-933-0000 to 208-933-0999 , as soon as possible.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
days after any person has petitioned for reconsideration, any other person may cross-petition for
reconsideration. See Idaho Code ~ 61-626.
