PRJ-09- BACKGROUND On December 22 2009, Project Mutual filed a formal request for a waiver of numbering resource guidelines following denial of its Application filed with Neustar, the North American Numbering Plan Administrator (NANP A). According to its Application, Project Mutual inadvertently returned three blocks of numbers that contained its LRN 1 . The numbers that Project Mutual is referring to are in the Twin Falls rate center and for technical reasons, the Company requests that the numbers be returned for "easier assignment of all customer request(s) going forward." In its petition, the Company commits to meet the 1 0% rule and to only use the numbers for its own customers. Project Mutual contacted Neustar and was told that a Commission waiver for the remaining numbers that were returned to the pool would be required. Staff contacted the Pooling Administrator to verify that this waiver will not compromise the 208 area code numbers in the Twin Falls rate center. The return of the three blocks with the LRN will not have a detrimental effect on the 208 NP A in the Twin Falls rate center. I LRN: Location Routing Number is a 10 digit number used to uniquely identify a switch that has ported numbers. DECISION MEMORANDUM JANUARY 6, 2010 ST AFF ANALYSIS AND RECOMMENDATION Staff has reviewed the request for a waiver and believes that granting this request will not compromise the efficient use ofldaho s numbering resources. Staffrecommends approval of the waiver for the release of the three remaining blocks and the LRN as requested by Project Mutual.
