HomeMy WebLinkAbout20190415MIN.docx IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING April 15, 2018 – 1:30 P.M. In attendance were CommissionersKris Raper and Eric Anderson. Commissioner Kjellanderparticipated by phone. Commissioner Anderson called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, April 9, 2018. The Commission voted unanimously to approve the minutes as written. The second order of business was CONSENT AGENDA: 2. Action Item:Beverly Barker’s April 11, 2019, Decision Memorandum re:Idaho Power Tariff Advice No. 19-01; Revision to Idaho Power’s Electric Service Schedule 95 Franchise Agreement with the City of Hazelton. 3. Action Item:Beverly Barker’s April 11, 2019, Decision Memorandum re: Idaho Power Tariff Advice No. 19-03; Revision to Idaho Power’s Electric Service Schedule 95 Franchise Agreement with the City of Rockland. 4. Action Item:Beverly Barker’s April 11, 2019, Decision Memorandum re: Idaho Power Tariff Advice No. 19-04; Proposed Revision to Idaho Power’s Rule C Tariff Provisions. 5. Action Item:Maria Barratt-Riley’s April 11, 2019, Decision Memorandum re: Calculating the 2019 Regulatory Fee Assessments for Public Utilities, and Railroads; Case Nos. F-2019-1 and F-2019-2. 6. Action Item:Matt Hunter’s April 11, 2019, Decision Memorandum re: Rocky Mountain Power’s ECAM Application; Case No. PAC-E-19-04. Commissioner Andersonmade a motion to approve Staff’s recommendation for items 2, 3, 4, 5 and 6 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 7. Action Item:Edward Jewell’s April 12, 2019, Decision Memorandum re: In the Matter of Updates to Published Avoided Cost Rates; Case Nos. IPC-E-19-13, PAC-E-19-05, AVU-E-19-05. Mr. Jewell reviewed his Decision Memo and stated; Staff is recommending modified procedure and a Comment deadline. Commissioner Raper made a motion to; issue a Notice of Application, Notice of Modified Procedure that sets a Comment deadline of May 16 and Reply deadline of May 23, 2019. 8. Action Item:Edward Jewell’s April 12, 2019, Decision Memorandum re: In the Matter of Idaho Power’s Application to Evaluate Schedule 84-Net Metering; Case No. IPC-E-19-15. Mr. Jewell reviewed his Decision Memo and stated; Staff felt it would be appropriate to allow the parties to comment on the process going forward; how this case will interact with the other cases,as such as recommended the Commission will allow comments on how this will be processed and with specific points to be addressed as recommended on page 2 and 3 on the Decision Memorandum. Commissioner Raper made a motion to; issue a Notice of Application sets a two week Comment deadline in order to answer the five questions as posed by Staff in the recommendation without a suspension at this time of Schedule 84 including a consideration of whether the dockets are best left separate or considered in total.
