In attendance wereCommissioners Paul Kjellander, Kris Raper and Eric Anderson. Commissioner Kjellander calledthe meetingto order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETINGon Tuesday, February 26, 2018. The Commission voted unanimously to approve the minutes as written. 2. Action Item:Karl Klein’s February 21, 2019, Decision Memorandumre: Idaho Power Company’s Application to Revise Schedule 91 Energy Efficiency Rider; Case No. IPC-E-19-06 3. Action Item: Edward Jewell’s February 22, 2019, Decision Memorandum re: Application for Approval of the Asset Purchase Agreement between Rocky Mountain Power and the City of Idaho Falls-Sandy Downs; Case No. PAC-E-19-02. 4. Action Item: Edward Jewell’s February 22, 2019, Decision Memorandum re: Application of Avista for an Accounting Order Authorizing Accounting Treatment of Costs Related to Allowance for Funds Used During Construction; Case Nos. AVU-E-19-02 and AVU-G-19-01. 5. Action Item: Michael Eldred’s February 22, 2019, Decision Memorandum re: Idaho Power’s Annual Compliance Filing to Update Charges, Credits, and General Overheads Under RuleH, New Service Attachments and Distribution Line Installations or Alterations; Tariff Advice No. 18-03. Commissioner Kjellander made a motion to approve Staff’s recommendation for items 2, 3, 4 and 5 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 6.CAIA’s Motion for Extension of Time to Respond to Discovery re: Suez Water and Eagle Water’s Application for Suez to Acquire Eagle Water (Case Nos. SUZ-W-18-02 and EAG-W-18-01). Mr. Costello reviewed his Decision Memo and stated; a motion was filed on February 22, 2019 to extend a March 1, 2019 discovery deadline by CAIA. Suez filed an answer this morning. Commissioner Raper moved that; the Commission allow CAIA until March 8 to answer the discover request made by Suez and stated the motion is to extend the deadline for filing of the motion by CAIA to March 8, 2019. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 7.Deliberation re:In the Matter to the Application of Idaho Power for Approval or Rejection of an Energy Sales Agreement with J.R. Simplot Company-Pocatello Cogeneration and Small Purchased Power Project; Case No. IPC-E-19-01. [Edward Jewell, Attorney] Commissioner Kjellander announced that item 7 under Fully Submitted Matters would be deliberated privately.
