IT IS HEREBY CERTIFIED that this Certificate of Public Convenience and Necessity, Certificate No. 391, is issued to Premiere Network Services, Inc. (Premiere). This Certificate authorizes Premiere to provide basic local exchange and long-distance (toll) services within the state of Idaho. The Commission approved Premiere’s Certificate by Order No. 28799 issued August 3, 2001, and authorized Premiere to provide telecommunications services in the state of Idaho. This Certificate is predicated upon and is issued pursuant to the findings of the Commission in Order No. 28799.
