In attendance were Commissioners Kristine Raper and Eric Anderson.Commissioner Kjellander was excused. Commissioner Andersoncalled the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, May 21, 2018. The Commission voted unanimously to approve the minutes as written. The second order of business wasCONSENT AGENDA: 2. Sean Costello’s May 23, 2018, Decision Memorandum re: Rocky Mountain Power’s Application for Approval of the Asset Purchase Agreement with the City of Idaho Falls (Pioneer Drive); Case No. PAC-E-18-03. 3. Sean Costello’s May 23, 2018, Decision Memorandum re: Rocky Mountain Power’s Application for Approval of the Asset Purchase Agreement with the City of Idaho Falls (Nina, Charla, and Merlin Drive); Case No. PAC-E-18-04. 4. Sean Costello’s May 24, 2018, Decision Memorandum re: Application of Intermountain Infrastructure Group, LLC for Registration to Provide Facilities-Based Non-Basic Telecommunication Service throughout Idaho; Case No. IGL-T-18-01. 5. Karl Klein’s May 25, 2018, Decision Memorandum re: Unopposed Request to Extend Comment and Reply Deadlines - Idaho Department of Administration’s Petition for Exemption from Master Metering Rules; Case No. IPC-E-18-08. Commissioner Anderson made a motion to approve Staff’s recommendation for items 2, 3 and 5 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. Commissioner Anderson made a motion to move item 4 on the Consent Agenda to Matters in Progress. A vote was taken on the motion and it carried unanimously. Commissioner Raper moved that; approve IGL-T-18-01 and process the case by modified procedure with a 60 day comment period that will be stated in the order. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 6. Settlement Stipulation and Motion to Approve Settlement Stipulation; Case No. IPC-E-17-16. [Brandon Karpen, Attorney] Mr. Brandon reviewed his Decision Memo he stated; parties have agreed to an all party deadline of June 19, we ask that the Commission process this accordingly through modified procedure. Commissioner Raper moved that; the Commission process the settlement stipulation using modified procedure with a June 19, 2018 deadline for Comments. Commissioner Anderson asked if there were any further questions. There were no further questions and Commissioner Anderson moved to grant the motion. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTEDMATTERS: 7. Deliberation re: In the Matter of the Application of Idaho Power to Approve or Reject Its Energy Sales Agreement with Evergreen Energy, Inc., for the Sale and Purchase of Electric Energy from the Tamarack CSPP Project; Case No. IPC-E-18-04. [Edith Pacillo, Attorney] 8. Deliberation re: Application of Idaho Power Company for Authority to Implement Fixed Cost Adjustment Rates for Electric Service from June 1, 2018 through May 31, 2019; Case No. IPC-E-18-02. [Edith Pacillo, Attorney] 9. Deliberation re: In the Matter of the Investigation into the Impact of Tax Code Revisions on Utility Costs and Ratemaking-Resolution as to Avista, Idaho Power, Rocky Mountain Power, Intermountain Gas, and Suez; Case No. GNR-U-18-01. [Karl Klein, Attorney] 10. Deliberation re: The Application of Intermountain Gas Company for Authority to Implement an Infrastructure Integrity Management Mechanism; Case No. INT-G-17-07. [Sean Costello, Attorney] Commissioner Anderson stated items 7, 8, 9 and 10 under Fully Submitted Matters would be deliberated privately.
