PCS-T-98-1; APPLICATION OF PREFERRED CARRIER SERVICES, INC. FOR A CERTIFICATION OF PUBLIC CONVENIENCE AND NECESSITY On July 20, 1998, Preferred Carrier Services, Inc. (PCS) filed an Application for a Certificate of Public Convenience and Necessity to provide competitive local exchange services within the state of Idaho. PCS is a Texas corporation and a wholly-owned subsidiary of Phones for All, a Delaware corporation. The Company proposes to resell local exchange service to residential and business customers in the U S WEST and GTE service areas. PCS currently provides local exchange service in four states. On May 19, 1999, the Commission issued a Notice of Application and Notice of Modified Procedure. During the period for the filing of written comments, only the Commission Staff filed comments. Staff’s comments indicate that when Staff expressed an interest in the company providing a surety or performance bond, PCS proposed a $15,000 cash bond accompanied by quarterly reports to record any deposits or disbursements from the bond account. Staff recommends approval of PCS’s Application subject to the posting of a $15,000 cash bond as proposed by the Company.
