In attendance were Commissioners Eric Anderson Kristine Raper were in attendance. Commissioner Kjellander was excused. Commissioner Andersoncalled the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, January 16, 2017. The Commission voted unanimously to approve the minutes as written. The second order of business wasCONSENT AGENDA: 2. Sean Costello’s January 10, 2018, Decision Memorandum re: Time Clock Solutions, LLC’s Application for a Certificate of Public Convenience and Necessity; Case No. TME-T-17-01. 3. Sean Costello’s January 10, 2018, Decision Memorandum re: Birch Communications, Inc.’s Application for a Certificate of Public Convenience and Necessity; Case No. BIR-T-18-01. 4. Camille Christen’s January 11, 2018, Decision Memorandum re: Kiki Tidwell’s Appeal of Order No. 33928 to The Idaho Supreme Court, Supreme Court Docket No. 45644-2017 (IPUC Case No. SUP-E-1701). 5. Camille Christen’s January 12, 2018, Decision Memorandum re: The Joint Petition of Avista Corporation and Clark Fork Hydro LLC for Approval of a Power Purchase Agreement; Case No. AVU-E18-01. 6. Daniel Klein’s January 11, 2018, Decision Memorandum re: CenturyTel of the Gem State, Inc. d/b/a CenturyLink, CenturyTel of Idaho, Inc. d/b/a CenturyLink’s Application for Approval of an Interconnection Agreement with MCImetro Access Transmission Services Corp; Case Nos. CGS-T-18-01 & CEN-T-18-01. There were no questions and Commissioner Anderson made a motion to approve Staff’s recommendations for items 2, 3, 4, 5, 6, 7, 8 and 9on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTEDMATTERS: 10. Deliberation re: Avista’s 2017 Electric IRP; Case No. AVU-E-17-08. [Camille Christen, Daphne Huang, Attorneys] Commissioner Anderson stated item 10 under Fully Submitted Matters would be deliberated privately.
