REQUIREMENTS.COMPANY IS SEEKING APPROVAL FOR TWO
TEMPORARY LRNS,PER LATA TO TRANSFER AND MIGRATE
IDAHO NUMBERING RESOURCES FROM ONE OCN TO ANOTHER.
THE REQUESTED RATE CENTERS WILL BE BOISE AND COEUR
D’ALENE;CASE NO.OVS-T-14-0l.
BACKGROUND
On February 26,2014,Onvoy filed a petition requesting that the Commission grant a
waiver of FCC numbering requirements for numbering resources in the Boise main and Coeur
D’Alene.Idaho rate centers.
Through various business acquisitions and mergers,three companies have become one.
Each company has its own Operating Company Number (OCN)’and various numbering
rcsources throughout the state,including three individuaL Local Routing Numbers (LR}4).2
With this tiling the company seeks Commission approval to waive the numbering
requirement and receive two new LRNs for each LATA the rate centers are located in.Each
LRN requires that a full NXX code3 to be opened in those individual rate centers.The Company
has indicated that it will need the new codes and LRNs for approximately 7 months and once the
migration is complete the Company will have one LRN per LATA and comply with Local
A code used to identii a telephone company.Codes are assigned by the National Exchange Carriers Association
(NECA),
2 Local Routing Number is a 10-digit telephone number that identifies a particular switch and is required for local
number portability.
A full NXX code is comprised of 10,000 telephone numbers.

Number Portability Rules.The Company will also return 16 blocks4 &om the two codes during
this process,thereby preserving Idaho 20$resources.
STAFF ANALYSIS
Onvoy anticipated that this project would be completed by July 1,2014.Staff believes
this is an ambitious schedule and contacted the Company to discuss its timeline for completion.
Staff and the Company agreed that a September 1,2014 completion date would give the
company some extra time in case of unforeseen glitches and avoid having to request a
continuation of work schedule completion.
Onvoy participates in the thousand-block-pooling within its various rate centers in Idaho.
After evaluating the Company’s waiver request,Staff believes that granting this waiver will not
have any detrimental effect on the numbering resources in the Boise or Coeur D’Alene rate
centers.According to FCC orders and numbering guidelines,carriers may appeal NANPA
decisions of this nature to the appropriate state regulatory authority.This Commission has
granted similar waivers in the past to meet similar requests of other carriers.
RECOMMENDATION
Stall recommends that the request for a waiver be granted and the project completed by
September 1,2014 as requested by the Company.
