On July 17, 2023, Oregon-Idaho Utilities, Inc. (the “Company”) notified the
Commission that effective April 5, 2023, it has changed its name to E4 Connect, Inc. (“Notice”).
The Company indicated that the name change occurred for marketing purposes. Accordingly, the
Company asked the Commission to update the Certificate of Public Convenience and Necessity
No. 311 (“Certificate No. 311” or “Certificate”) to reflect the Company’s new name. With this
Order, we grant the Company’s request.
BACKGROUND
In 1989, the Commission issued CPCN No. 311 to Oregon-Idaho Utilities, Inc., an
Oregon corporation. Originally, the Company was authorized to provide telecommunication
services to inhabitants of the South Mountain Exchange in Owyhee County, Idaho. Subsequently,
the Commission amended CPCN No. 311 to expand the Company’s service territory to include
the Silver City Exchange in Owyhee County in 1992.
On July 17, 2023, the Company notified the Commission it had changed its name to E4
Connect, Inc. for marketing purposes. Additionally, the Company indicated that it had moved from
the business addresses currently filed with the Commission to the following addresses:

The Company’s Notice further represented that no changes to management or ownership had
occurred, nor would the Company’s rates be affected. The Company attached to the Notice copies
of its Oregon Articles of Amendment and Amendment of Foreign Registration filed with the Idaho
Secretary of State.
Commission Staff reviewed the Company’s notification and supporting documentation
and, on October 17, 2023, at the Commission’s Decision Meeting, recommended that the
Commission amend CPCN No. 311 to reflect the name change to E4 Connect, Inc.

FINDINGS
Based on our review of the Company’s filing and Staff’s recommendation, the
Commission finds it appropriate to amend CPCN No. 311 to reflect that the Company has changed
its name to E4 Connect, Inc.
O R D E R
IT IS HEREBY ORDERED that CPCN No. 311 is amended to reflect that the CPCN
holder’s name is E4 Connect, Inc. A Second Amended certificate shall be issued to reflect the new
name.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
days after any person has petitioned for reconsideration, any other person may cross-petition for
reconsideration. See Idaho Code § 61-626.
