GNR-T-02-6. BACKGROUND On March 29, 2002, an Application for a Certificate of Public Convenience and Necessity was filed by WestCom, LLC (d.b.a Digital Easy Chair) ("Company") to provide basic local exchange service within the State of Idaho. The Company anticipates offering facilities-based local exchange services, intra-exchange private lines, frame relay service, and ISDN services to subdivision residents over a fiber optic network. WestCom is organized in the State of Idaho and obtained a Certificate of Authority from Idaho's Secretary of State on January 30, 2001. WestCom does maintain an office in Idaho and does have a registered agent in the state. The Company has not yet obtained an interconnection agreement in Idaho. On May 21, 2002, the Commission issued a Notice of Application and Notice of Modified Procedure to process the Application. During the comment period, written comments were filed by the Commission Staff. Staff reviewed the Application and stated that it complies with the Commission's rules and procedural Order setting forth the requirements of an Application for a Certificate and recommended that the Application be approved.
