This tariff contains the descriptions, regulations, and rates
applicable to the furnishing of service and facilities fortelecommunications services provided by NeTel, Inc., hereinafter in
the text of this tariff referred to as "NeTel" with principal
offices at 6300 NE First Avenue, Third Floor , Fort LauderdaleFlorida, 33334. NeTel' s toll free telephone number for customer
service inquiries is 800/99NETEL. This tariff applies for services
furnished within the State of Idaho. This tariff is on file with
the Idaho Public utilities Commission, and copies may be inspected
during normal business hours at the Company s principal place ofbusiness.

Tariff Format
Sheet Numberinq - Sheet numbers appear in the upper right
corner of the sheet. Sheets are numbered sequentially.
However, new sheets are occasionally added to the tariff.
When a new sheet is added between sheets already in effect, a
decimal is added. For example, a new sheet added betweensheets 14 and 15 would be 14.
Sheet Revision Numbers - Revision numbers also appear in the
upper right corner of each sheet. These numbers are used to
determine the most current sheet version on file with theIPUC. For example, the 4th revised Sheet 14 cancels the 3rdrevised Sheet 14. Because of various suspension periods,deferrals, etc. the IPUC follows in their tariff approvalprocess, the most current sheet number on file with the

Section 1 - Technical Terms and Abbreviations
Access Line - An arrangement which connects the customer's location
to a NeTel, Inc. switching center.
Authorization Code - A numerical code, one or more of which are
available to a customer to enable him/her to access the carrier,
and which are used by the carrier both to prevent unauthorized
access to its facilities and to identify the customer for billingpurposes.
Company or Carrier - NeTel, Inc., or "NeTel"
Customer - The person, firm, corporation or other entity which
orders service and is responsible for payment of charges due and
compliance with the Company s tariff regulations.
Day - From 8: 00 AM up to but not including 5: 00 PM local time
Monday through Friday, hereinafter referred to as "Peak"
Evening - From 5:00 PM up to but not including 11:00 PM local time
Sunday through Friday, hereinafter referred to as "Off Peak"
Holidays - NeTel , Inc.' s recognized holidays are New Year s Day,
Memorial Day, July 4th, Labor Day, Thanksgiving Day and Christmas
Day.
Night/Weekend - From 11: 00 PM up to but not including 8: 00
Sunday through Friday, and 8: 00 AM Saturday up to but not including5: 00 PM Sunday, hereinafter referred to as "Off Peak"

Section 2 - Rules and Requlations
Undertaking of NeTel, Inc.
NeTel, Inc.' s services and facilities are furnished for
communications originating at specified points within the
State of Idaho under terms of this Tariff.
NeTel, Inc. installs, operates and maintains the communication
services provided herein under in accordance with the terms
and conditions set forth under this Tariff. It may act as thecustomers agent for ordering access connection facilities
provided by other carriers or entities, as legally defined in
Idaho Public utilities Commission rules and regulations, when
authorized by the customer to allow connection of a customer
location to the NeTel service. The customer shall be
responsible for all charges due for such service arrangement.
Limi tations

Service is offered subject to the availability of
facilities and the provisions of this Tariff.
NeTel reserves the right to discontinue furnishing
service, or limit the use of service necessitatedby conditions beyond its control or when the
customer is using service in violation of the law
or the provisions of this Tariff.
All facilities provided under this Tariff aredirectly controlled by and the customer may nottransfer or assign the use of service
facilities, except with the express written consent
of the Company. Such transfer or assignment shall
only apply where there is no interruption of the
use or location of the service or facilities.

Limitations (Cont'
Prior written permission from the Company isrequired before any assignment or transfer. All
regulations and conditions contained in this Tariff
shall apply to all such permitted assignees or
transferees, as well as all conditions for service.
Liabilities of the Company
The below tariff language does not constitute a
determination by the Commission that a limitationof liabili ty imposed by the Company should be
upheld in a court of law. Acceptance for filing bythe Commission recognizes that it is a court'
responsibility to adjudicate negligence andconsequential damage claims. It is also thecourt's responsibility to determine the validity of
the exculpatory clause.
NeTel'liability for damages arising out
mistakes, interruptions, omissions, delays, errors,
or defects in the transmissions occurring in the
course of furnishing service or facilities, and not
caused by the negligence of its employees or itsagentsin no event shall exceed an amount
equivalent to the proportionate charge to the
customer for the period during which the
aforementioned faults in transmission occur.

Liabilities of the Company (Cont'd.
NeTel shall be indemnified and held harmless by thecustomer against:
(A)Claims for libel, slander, or infringement of
copyright arising out of the material, data,
information, or other content transmitted over
the Company s facilities.
(B)All other claims arising out of any act or
omission of the customer in connection with
any service or facility provided by NeTel.
Interruption of Service
Credi t allowance for the interruption of service
which is not due to the Company testing or
adjusting, negligence of the customer, or to thefailure of channels or equipment provided by the
customer, are subject to the general liability
provisions set forth in 2.1 herein. It shall bethe obligation of the customer to notify the
Company immediately of any interruption in service
for which a credit allowance is desired. Before
giving such notice , the customer shall ascertain
that the trouble is not being caused by any action
or omission by the customer with his control, or is
not in wiring or equipment , if any, furnished bythe customer and connected to the Company'facilities. The Company's service and facilities
are provided on a monthly basis, unless ordered on
a longer basis and are provided 24 hours per day, 7
days per week.
For purposes of credit computation, every month
shall be considered to have 720 hours.

Interruption of Service (Cont' d. )
No credit shall be allowed for an interruption of a
continuous duration of less than two hours.
The customer shall be credited for an interruption
of two hours or more at the rate of 1/720th of the
monthly charge for the facilities affected for eachhour or major fraction thereof that the
interruption continues.
Credit Formula:Credi t =--A- x B720
A" - outage time in hours.
B" - total monthly charge for affected facility.
Restoration of Service
The use and restoration of service shall be in accordance
with the priority system specified in part 64, subpart D ofthe Rules and Regulations of the Federal CommunicationsCommission.
Returned Checks
If Company receives a check from a Customer in
payment for service rendered or for any other
reason of indebtedness and which is returned from
the bank due to insufficient or uncollected funds,
closed account apparent tampering, missing
signature or endorsement, or for any other reason,
The Company shall apply a service charge of $10.00.

The charge shall be applied to Customer s monthly

may apply under this Tariff. Payment rendered by

made by valid means.

service after the effective date of this Tariff.

NeTel R1 Switched Service and 800 Service
Pre-subscribed flat rate residential service. There is no
monthly service fee and no monthly minimum. All calls are
billed in six (6) second increments. If the customer elects
to subscribe to tha optional 800 service, there is a $3.monthly service fee.
NeTel R2 Switched Service and 800 Service
Pre-subscribed flat rate residential service. There is no
monthly service fee and no monthly minimum. All calls are
billed in one (1) minute increments. If the customer elects
to subscribe to the optional 800 service, there is a $3.monthly service fee.
NeTel R3 Switched Service and 800 Service
Pre-subscribed flat rate residential service. There is a$3.00 monthly service fee and no monthly minimum. All callsare billed in one (1) minute increments. If the customer
elects to subscribe to the optional 800 service , there is a$3.00 monthly service fee.
NeTel R4 Switched Service and 800 Service
Pre-subscribed flat rate residential service. There is a$5.00 monthly service fee and no monthly minimum. All callsare billed in one (1) minute increments. If the customer

NeTel R5 Switched Service and 800 Service
Pre-subscribed residential service with the rate determined by
the time of day that the call is placed. There is a $3.

service fee and no monthly minimum. All calls are billed insix (6) second increments. There is no monthly service fee if
the customer elects to subscribe to the optional 800 service.
NeTel B1D Dedicated Termination and 800 Service
Dedicated flat rate business service based on monthly volumeof $0-$2500 per month. All calls are billed in six (6) second
increments. There is an installation charge, monthly service
charge and loop charge as set forth in Section 4. LEC charges
for installation and monthly access apply.
10 NeTel B2D Dedicated Termination and 800 Service
Dedicated flat rate business service based on monthly volume
of $2501-$5000 per month. All calls are billed in six (6)
second increments. There is an installation charge, monthly
service charge and loop charge set forth in Section 4. LEC
charges for installation and monthly access apply.

Dedicated flat rate business service based on monthly volume
of $5001-$7500 per month. All calls are billed in six (6)
second increments. There is an installation charge , monthly

12 NeTel B4D Dedicated Termination and 800 Service
Dedicated flat rate business service based on monthly volume
of $7501-$10,000 per month. All calls are billed in six (6)

13 NeTel B5D Dedicated Termination and 800 Service
Dedicated flat rate business service based on monthly volume
of $10,001-$50,000 per month. All calls are billed in six (6)
second increments. There is an installation charge, monthly
service charge and loop charge set forth in Section 4. LEC
charges for installation and monthly access apply.
14 NeTel B6D Dedicated Termination and 800 Service
Dedicated flat rate business service based on monthly volume
of $50,000-$125,000 per month. All calls are billed in six
( 6 ) second increments. There is an installation charge,
monthly service charge and loop charge set forth in Section
LEC charges for installation and monthly access apply.
15 NeTel B7D Dedicated Termination and 800 Service
Dedicated flat rate business service based on monthly volume
of above $125 000 per month. All calls are billed in six (6)
second increments. There is an installation charge, monthly
service charge and loop charge set forth in Section 4. LEC

20 Timinq of Calls
The Customer s usage charge is based on actual use of NeTel'
services, beginning when the called party picks up the receiver
determined by hardware answer supervision in which the local
telephone company sends a signal to the switch or software by audio
tone detection. A call is terminated when either party hangs up.
There is no charge for uncompleted calls. Calls are rounded to thenext highest 1/10th of a minute (six seconds) after a 30 second
minimum, except as specified herein.

21 Calculation of Distance
Usage charges for all mileage sensitive products are based onthe airline distance between rate centers associated with the
originating and terminating points of the call.
The airline mileage between rate centers is determined by applyingthe formula below to the vertical and horizontal coordinates
associated with the rate center involved. The Company uses the
rate centers and associated vertical and horizontal coordinates
that are produced by Bell Communications Research in their NPA-NXX
V & H Coordinates Tape and Bell's NECA Tariff No.

22 Minimum Call Completion Rate
A customer can expect a call completion rate of not less than

Calls are billed based on the rate in effect for the actual
time period (s) during which the call occurs. Calls that cross
rate period boundaries are billed the rates in effect from
each portion of the call.
21 Special Promotions and Discounts
The Company will offer special promotions to its customers,
waiving certain charges. These promotions will be for the
purposes of bettering the overall service. These promotions
require FPSC approval, and will not run longer than 90 days
per individual customer in any twelve (12) month period.

22 Exemptions and Special Rates
22.Discounts for Hearinq Impaired Customers
Intrastate toll message rates for TDD users, which
is communicated using a telecommunications devicefor the deaf (TDD) by properly certified hearing orspeech impaired persons or properly certified
business establishments or individuals equipped with
TDDs for communicating with hearing or speech
impaired persons, shall be evening rates for daytime
calls and night rates for evening and night calls.These discounts shall be offered by all
interexchange carriers and LECs.
22.Directory assistance for the Handicapped
The company will not charge for directory assistance
calls made by verified handicapped persons.
22.Operation of Telecommunications Relay Service
For intrastate toll calls received from the relay
service the local exchange and the company shall
discount relay service calls by 50 percent off the
otherwise applicable rate for a voice nonrelay call
except that where either the calling or the calledparty indicates that either party is both
hearing and visually impaired, the call shall be
discounted 60 percent off the otherwise applicable
rate for a voice nonrelay call. The above discounts
apply only to time-sensitive elements of a charge
for the call and shall not apply to per call charges
such as a credit card surcharge. In the case of a
tariff which includes either a discount based on
number of minutes or the purchase of minutes inblocks, the discount shall be calculated by
discounting the minutes of relay use before the
tariffed rate is applied.
